In the21st century, especially since the second half of2008, with the spread ofthe international financial crisis, Chinese steel industry has been seriously challenged.On the one hand, as the domestic market demand is in a slow growth and the steelprices remain low while raw materials and fuel prices continue to rise, Chinese ironand steel enterprises are facing the pressure of high production costs which is likelyleading a steel plant to a tiny profit or even a loss. On the other hand, with thedevelopment of science and technology, the levels of technology and equipment forChinese iron and steel enterprises have also been rapidly increased, and the industrychain has been moving quickly to extend. The traditional extensive managementmodel has apparently failed to meet the higher demands of the production anddevelopment of Chinese iron and steel enterprises. Chinese iron and steel enterprisesmust be transformed into lean management model. Under this context, the seniorleadership of C steel enterprise made a decision basing on the future development ofenterprise that leading C steel enterprise to a lean management enterprise with its owncharacteristics through3to5years of system planning and step-by-stepimplementation of lean production since2011. In this research, firstly, we make asurvey on the lean level of production system in C iron and steel enterprise by ways ofquestionnaires, collecting information and interviews, from ten aspects: productionplanning, procurement and supply, inventory levels, production layout, sitemanagement, working position apparatus, standard operating, equipment efficiency,product quality, information control. Then we propose a quantitative evaluation of theproduction system by using fuzzy Analytic Hierarchy Process (FAHP) evaluationmathematical model. We also identify key factors through improving which caneffectively improve the ability of the production system of C steel enterprises. As aresult, these would be the objective basis for C enterprises’ import andimplementation of lean production and the "four modern management"(professional,systematic, data-orienting and information-based management), so that C steelenterprises can consolidate lean management step by step, and truly achieve soundand rapid development. At the same time, this research will also bring to other domestic iron and steel enterprises the case of implementing lean production, and thenlead lean production to serve Chinese iron and steel enterprises effectively.At the end of this survey research, we summarize the main problems C steelenterprise facing, and then provide constructive advices basing on the detailedanalysis of the survey information.
