In recent years, with the rapid development of economy and the process of urbanization, China's housing price continues to rise. Through the market, low-income groups are unable to solve their own housing problems. Since 1998, China's housing security system has been established, and has effectively solved some of the housing difficulties of low-income families. But there are still a variety of defects in the system itself. Studying how to improve housing security system in China and doing a good job to protect low-income housing are very important to the stability and harmony of our society.China's housing security system includes the housing provident fund system, affordable housing system and low-cost housing system. Analyze the status of the implementation and identify their problems through the existed system of housing security system. Find defects of Xian's construction of affordable housing through the survey of the supply-side and the demand-side. Point out the importance of the "renting" housing security policies and describe the feasibility of it through the analysis of Low-cost housing affordability in Shanxi Province. Through the use of gray system GM (1,1) model to predict the demand of affordable housing.The paper on the composition of China's housing security system related security policies are put forward some good recommendations and made the adjustment program on the protection mode. Hope to provide a reference and some help to the government departments in the policy formulation.
