Form this we can realize the importance of logistics.This article mainly forecast the amount of each year "the volume of freight traffic"in HuaiAn downtown in future9years via regression prediction method and grey forecasting model, based on the location population, the analysis of the economic development of HuaiAn and the relevant historical data which is got from field research. And the comprehensive forecast result that the future logistics distribution demands HuaiAn needed are received through the results of this two methods.This paper analyzes the status of HuaiAn downtown transportation infrastructure construction and the variety of the logistics distribution of the goods,according to the principle that the logistics park should bring into correspondence with the layout of logistics center in supply and demand and the transportation should be convenience. It also analyzes the logistics hubs coverage of the logistics nodes construction, scale adaptability, traffic accessibility and the adaptability with the industry, the coordination with the urban industrial layout and the urban planning for coordination. Then it plans HuaiAn logistics distribution network structure.The article also has presented that it is raised for the relevant system policy and financial service or other safeguard measures, according to the flow distribution in the link of system construction and pointed that on the basis of the development of the logistics distribution industry, the construction of HuaiAn logistics distribution system needs to build three levels and three types of logistics node, then realize the transformation from single transport mode to container multimodal transport.
