The integration of urban and rural development is the comprehensive construction well‐off society’s intrinsic request. The forced circulation of rural collective construction land has become a behavior, and there are many chaos and disputes in the circulation market, which makes many farmers’ interests damaged severely and also causes the government trust crisis. So we should make the relevant management policy measures perfect quickly to solve the problem in the collective construction land circulation.The principles of collective construction land circulation include justice is the basis of land circulation, the spontaneous order is the trend of land circulation, the ecological development idea is the support of land circulation, government is the backing of land circulation. At the same time, draw lessons of experience of land circulation from the United States, Japan and Chinese Taiwan.Taking Beijing F village as a case in our country, analysis the background, the effect and the opportunities and challenges of collective construction land circulation of F village.The measures and ideas of collective construction land circulation includes strengthening government supervision, the government guidance and financial supportl, reasonable distribution of the collective construction land circulation, establish the market of the integration of urban and rural construction land circulation,clearing the subject of collective construction land, establishing and improving the relevant laws and regulations.By a series of measures to protect the interests of farmers, promote the efficient use of land and sustainable development, promote the integration of urban and rural areas of land market and promote the integration of urban and rural areas fast and smoothly.
