On the macroscopic view, water resource economizing matter to the regional resource safety, food production, industrial development and economical development potential. Water resource utilization ratio assessment have been the hot topic for resource Economics, industrial Economics, industry ecology and Management etc. economize water resource, boost the water usage ratio, decrease the resource contamination, maintain the regional water resource balance etc becoming the main direction for regional resource management,As one of the important food production province in eastern China, agriculture in Jiangsu gets obvious regional advantages, and its status as basic industry will not be shaken. But, recently, with the rapist growing of the second and third industry, population growth and etc, the conflict between water supply and demand is increasingly prominent, the problems of low efficiency, water environment deteriorate and etc endlessly raise. So, as the biggest water consumption industry of Jiangsu, to improve the water consumption efficiency of agriculture, optimizes the agriculture structure will be one inevitable approach to release the pollution induced water shortage of Jiangsu province.This thesis base on the theory of virtual water, establish virtual water content account of agriculture and animal productions in Jiangsu province. And then to study water resource economizing of agriculture in Jiangsu province, showed the right way for adjust the Import&export structure of agriculture and animal production; From agricultural and animal products, trade and consumption angles to analyze track of agriculture virtual water in Jiangsu province, from the production, trade and consumption three angles to probe into optimize approach of Jiangsu agriculture industrial, through calculate the per capita consumption of virtual water under existing consumption custom, according to target of lowest water resource consumption, and advocate resource friendly consumption model.From the view of water resource efficient use, the structure of Jiangsu planting crop is not in reason very much, cereals is the main planting crop of Jiangsu, and then is wheat, and then is maize and bean, among which the virtual water per unit of wheat is twice of cereals. Based on the rapist development economy of Jiangsu, it should buy cotton and rapeseed from other region to satisfy its demand, thus can save more water to be used by high water efficiency industries. About the trade, from the whole, Jiangsu has import virtual water from agricultural and animal products, which means import water resources from other countries and regions. But the structure of imports and exports product still needs to be improved. The export of rice, wheat and pork are more than import, which has lead to export of water, needs more control and restructure. Making use of the comparative advantages of trade, balancing the general interest, trying to expand produce and export low virtual water content product and import high virtual water content product, thus to make trade as one of the efficient way to ease water shortage of Jiangsu. On consumption, consumption patterns is the key factor on deciding the water content be consumed by people in product. In Jiangsu, people consume more animal food than others, it should be lead to add weight of vegetable and fruit in their diet, especially for city people. Furthermore, more milk, poultry can be consumed in stead of beef and pork, thus we can depend on water-saving consumptions patterns to drive to water-saving production patterns. For the future, the direction of Jiangsu agriculture development is to connect production, consumption and trade, let consumption patter drive production patter, production patter guide the consumption patter, trade supplement production and balance consumption, these three make effort together to realize the goal of Jiangsu’s resource-saving sustainable development.
