An Analysis On The Leading Industriy Selection Of Industry Of Shandong Province, Based On Constraint Of Resource And Environment

Leading industry is the most important acceleration of the regional economic development. Selecting and developing leading industry reasonably is the key factors to achieve industrial optimization and upgrading. In the background of promoting the social development that is resource-conserving and environment-friendly, Shandong province, when selecting leading industry and promoting regional economic development, must consider resources and environment conditions to a higher degree. The determined leading industry must consume less resources and cause less destruction to environment.Entering the new century, the nation will focus on building Huanbohai economic-circle. As an important part of the region, Shandong must seize the favorable moment to expand and optimize the economy and promote from a huge quantity economy province to a higher quality one. At present, there is a problem that the industrial structure convergence seriously in economic development of the Huanbohai economic-circle, comprising Shandong province, Liaoning province, Hebei province, Beijing and Tianjin. The problem results in striving for resources and market, which has adverse impact on the regional economic development. So it is necessary to take it into account when selecting the leading industry.On the basis of predecessors’research, the study, firstly, analyze the current industrial development of Shandong province from the scale, industrial structure, energy consumption and regional differences; then establish a appraisal target system of regional leading industry selecting, and calculate the complex-score of every industry of Shandong with factor analysis, and filter out the leading industry; lastly, combining with the analysis of resources and environment, fix the leading industry and recommend the policy.The main conclusions include:1. Shandong province should select food industry, chemical industry, textile industry and equipment manufacturing industry (including general, special equipment manufacturing, transportation equipment manufacturing, electrical machinery and equipment manufacturing industry, communication equipment, computers and other electronic equipment manufacturing industry) as the leading industry.2. With the combination of the results of the empirical analysis and considering the problems in the current development of the leading industry, Shandong province should increase R&D investment to promote technical innovation, improve resource utilization efficiency, and reduce energy consumption and waste emissions in order to make the leading industry achieve better, faster development, and then promote economic development.
