Rural Governance Research Report With Different Collective Forest Tenure System Reform

Nowadays, there are many rural areas, who is also playing the role as "Lam Tsuen". In particular like Fujian Province, which occupies a unique geographical position, has precedently implemented and completed the Collective Forest Tenure system Reform(Hereinafter referred to as:forest reform) allover the country. Lam Tsuen in Fujian province can be looked as an approximate miniature of national forest villages. Author takes W village and s village of Nanping city, Fujian province as the case study objects, launches to investigate and study on these two spots. In the research process, author found that although these two villages belong to same city, have similar geographical position and close climatic condition, adopted completely different two kinds of way to make forest reform, and it causes two different development pattern. Then the author have deeply interest in this phenomenon, therefore he visits a lot of farmers and village cadres during the research process, carries on conversations with them, attentively listens to their "eyewitness" real ideas. Thus author has collected first real and reliable investigation data, and study report investigation and study material, it also has laid a real material foundation and created a good writing condition for this article.This article attempts to make detail investigation and analysis about the process and the result of the two villages’forest tenure reform, then to find some implementation and questions, to inquires about the villages change which includes such aspects as farmers’flow, village economy, village industry, and farmers’enthusiasm, after that to find out what’s the reasons to lead those changes. To make a comparison between those two villages, which is based on full analysis. So after that, we can do our best to find out the relationships between the different ways of forest tenure reform and the rural governance, discuss how the forest tenure reform can be better "serve" the rural governance, how the forest tenure reform and the rural governance could have coordinated development and mutually promote with each other. Those above have a vital practical significance for rural development, especially for the Lam Tsuen’s development.
