Since the foundation of the state, our country’s collective forest system has been moving forward through continuous exploration. Since June 2008, the whole country launched a Collective Forest Tenure Reform(CFTR). Since the reform has been implemented for ten years, it is necessary to get to know its effect and therefore set up the following plans. Also, the performance of the reform is directly affected by the attitude of local farmers. Thus, it is of great significance to study farmer’s satisfaction degree to the forestry reform.This article first explains the background, purpose and meaning of the study. Then it does the literature review from the aspect of the system of CFTR, the change and performance of the reform, the satisfactory degree of the reform policy and CFTR system and its influence factors. In this way, the article finds the study material and method.According to the study of the previous literature, together with the survey practice. The system of evaluation index is built based on the principle of systematic, conciseness and operability. Also, according to dynamic principle, it determines the relative weights of each index in the index system through the AHP method.The data comes from the questionnaire survey in Shanxi province from 2009-2013. The article uses Fuzzy Synthetic Evaluation Model to test the farmers’ policy satisfaction. The Conclusion is: overall, the farmers’ satisfaction score to the reform policy is 2.352, which shows that farmers in general are satisfied with the policy; The satisfaction degree to collective forest reform policy has a downward trend; Farmers’ satisfactory degree to the main part of reform policy from 2009 to 2013 are basically stable, but showing a decreasing and fluctuating satisfactory degree to the supporting part of reform policy, which correlated with the process of the reform; After the reform, the implementation of the supporting policy is slow and thus can not help farmers release the potentials of forest management. This leads to a low satisfaction degree to the supporting policy.Combining previous research results and our own survey experience with forestry tenure reform, this article introduces possible influencing factors to the satisfactory degree. There are 22 potential influencing factors that can be clarified to four categories, which are characteristics of the householder and the family, the family forestry management condition and farmers’ perception to the change of environment. It uses binary logistic regression method to do the empirical study. The results show that the age of the householder, whether as village leader, the number of family numbers, the acreage of arable land, possession of forest right certificate and farmers’ perception to the forestry protection, to the number of wild animals in the forestry and to the number of people working outside the town have significant effects on farmers’ satisfaction degree.At last, it discusses several suggestions to the implementation of the CFTR: In the following reform, the first is to finish the main part of forestry reform in a proper way and make sure that the forestry right certificates are assigned to individuals. And handle the problems resulted from joint household properly. The key of the reform policy lies in the design and implementation of the supporting policies: enforcing the advertising of the reform policy; encouraging the young to come back to engage in forestry related work; detailing the measure of forestry protection; perfecting the system of wild animal protection and increasing forestry farmers’ income.
