Land resource is the essential resource and means of production for mankind's existence and security and the land issue is overall and strategic to the national development. After 20s' years of reform and opening up, China has also entered the situation of contradiction with the characteristics of increasing constraints of resources. Now land resource utilization is facing ever greater space, environmental and social pressure. However, in recent years, there's a tendency in blind construction in China's development zones, seriously affecting the sustainable intensive land utilization. Therefore, the Party Central Committee and State Council has made resolute decisions to address the land issues at the moment of revamping the land market in development zones and put forth a series of new policies, actively involved in macro-control with the aim at avoiding land expansion and extensive development. Therefore, this paper, under the background of the implementation of national macro-regulation and the control strengthen the intensive utilization of land, take the high-tech development zone in Suzhou as an example, tries to build up land intensive evaluation system and explore effective ways to land intensive utilization in development zones. On the basis of this studying, the paper proposed on the norms of development zones and land management measures to promote the healthy development of development zones and the sustainable use of land resources.Beginning with land intensive utilization as the basic content, the paper clarified the potential of land intensive utilization and the connotation of land intensive utilization in development zones. Taking the land intensive utilization evaluation in Suzhou high-tech development zone as evidence, a qualitative and quantitative evaluation framework of land intensive utilization in development zones has formed. Finally we analyzed public policies. Based on the connotation of land intensive utilization in development zones, it gave a deep analysis for Suzhou high-tech zone's special status in Suzhou City, including the study of constructive land in high-tech development zones within the scope of the characteristics, structure, efficiency and intensive land utilization measures as well as the influencing factors. Qualitative analysis as basic, we selected a group of the intensive-use of land index system suitable for evaluating the intensive land resource use in this area, which reflects the intensive land utilization and its potential in development zones Suzhou high-tech zones, and explore the effective ways to intensively use land.In this paper, the evaluation of land intensive utilization was studied by the way of qualitative and quantitative analysis. Evaluation system consists of three main steps: Firstly, qualitative assessment on land-use status and performance of the development zone through the clear functional orientation and zoning; Secondly is the quantitative analysis, including the analysis of the principles of evaluation of land intensive utilization, the formation of evaluation index system to determine the index weight and the ideal value, and scores of evaluation index as well as the potential in utilization. Finally, we discussed and analyzed the evaluation results.In the qualitative evaluation analysis, the paper focused on the development and orientation of the development zones, land development degree and the management level based on the key problems of land use in the development zones. The main contents are as follows: the orientation of industry in development zones and its contribution to the urban socio-economic development, the situation of land use in development zones, and intensive-use land measures in land management departments.In the quantitative evaluation, we selected eleven evaluation factors included in the three argumentations in terms of input and output status of land, land bearing conditions, and land-use ecological effects. A multi-factor analysis method was adopted in the quantitative comparison with actual value of reasonable value, so as to evaluate the differences between the status of land intensive utilization with its desired level and then its potential's initial estimate in development zones. From the results of the evaluation, Suzhou high-tech zones, adopted a series of effective measures, land intensive utilization reached a higher level. However, as the scale of development and construction as well as urban development and the positioning, less space is left for potential increase in land intensive-use, resulting in a relative conspicuous contradiction between land supply and economic development. On this basis, the paper put forth the effective ways for land intensive utilization to strengthen macro-management of development zones and improve a strategy of intensive measures. The feasible suggestions of similar development zones were put forward for the next stage of land intensive utilization.
