Solving the three major issues concerning agriculture, rural areas and farmers is not only the inevitable requirement essential for the increase of farmers’income, the further development of agriculture and rural areas and the building of socialist new countryside, it is also an inevitable requirement essential for maintaining a sustainable, rapid, coordinated, sound development of national economy and for the grand goal of building a comparatively well-to-do society in an all-round way and, more importantly, for maintaining a lasting social and political stability. It is an issue of both economical and political importance. To promote the transfer of rural redundant labor force is one of the important approaches to solving the three major issues concerning agriculture, rural areas and farmers, it is also an inevitable requirement essential for the transfer of an agricultural nation into an industrialized and modernized nation. Throughout history, almost all developed countries have gone through such transfer of rural redundant labor force. China is both an agricultural and populous country, with farmers accounting for a big proportion of its population and tremendous disparities between rural and urban areas. The recent years have seen a rapid urbanization process in China, but it was only at a low level, as primary industry accounts for a too big proportion compared with that in developed countries. To realize industrialization, urbanization and ultimately modernization, China must retransfer rural redundant labor force into non-agricultural sectors in a rational, orderly way. The author, by analyzing the actual situation of the transfer of rural redundant labor force and the existing problems, holds that the low qualities of the rural labor force are the fundamental factor impeding the transfer of rural redundant labor force. To put it more concrete, they have little education and are not professionally skilled. Therefore, we have no alternative but to do whatever possible to improve their qualities so that we can handle the problem of the transfer of rural redundant labor force. Professional training is the key to improving the qualities of rural redundant labor force and it is also part of the training system supported by what we call Agricultural Broadcasting and TV School (ABTVS), which has played a unique role in coordinating social development in rural areas, adjusting agricultural mix, improving the overall qualities of farmers and transferring rural redundant labor force In this essay, the author, by researching on the unique role and the active parts that ABTVS has played in the transfer of rural redundant labor force, approaches the part that Jiangsu ABTVS has played in such an effort and the possibility that ABTVS will provide training for rural redundant labor force so that it can promote the swift transfer and sound development of rural redundant labor force.
