Research On The Transfer Of Redundant Agricultural Labor In Guangxi

The rural- labor - transfer is a common socio-economic phenomenon in the process of economic-social development. It is the re-optimizing and re-allocation of labor force China. The rural- labor- force- transfer not only influences national economic development and social s resources as well as the inevitable trend to realize industrialization and modernization in stability, but also becomes an important issue to bring impact on China's strategies and overall situation in economic development.Since the policy of reformation and opening, more than 10 million rural labor forces has been transferred in Guangxi Province, the income of the migrant labors becomes the key component of the farmers' economic sources. However, the abundant rural population with low labor quality greatly restricts the speed of urbanization process and the transfer of surplus rural labor force in Guangxi, which is not favorable for increasing of the farmers' income and improving of their living standard. Nowadays, China is in the turning period of economic-system reform, and during which the labor-force-transfer is difficult to carry out. How to make the best use of the situation and promote ordered transfer of the rural-labor-force, in order to change the optimizing of labor force resources into the optimization of regional economic development in Guangxi, it is the key point to solve the "Three agricultural problems", so as to improve the farmers' living level and fully construct a wealthy society in Guangxi. It is of great social and practical significance to have further study on the transfer of Guangxi rural labor force.This paper briefly summarizes the relevant theory and research results on labor-force-transfer by national scholars such as Song Linfei and international scholars such as Pelly. Based on the reference information, this paper describes the cause, the present situation and the characteristics of rural- labor-force-transfer in Guangxi and as well as its positive and negative effect. The paper also studies and analyzes the key factors which influence the rural-labor-force-transfer in Guangxi, introducing experience and history of some developed countries such as Britain and America as well as that of some developing countries such as Latin American nations on the rural-labor-force-transfer, introducing the "four models" of the transfer of surplus rural labor force in China. Based on the above research, as per the physical situation in Guangxi and with reference to the foreign advanced experience, this paper is aimed at giving proposals and counter measures to improve the rural labor quality, to provide jobs inside and outside of the agricultural sector and to promote transfer of rural labor force in Guangxi.
