However, the development of China’s pharmaceutical industry is mainly rely on low-level repetitive production to achieve, the Pharmaceutical manufacturing enterprises have large number and capacity, but the technological innovation is relatively weak, the relatively low level of innovation and efficiency. as the accelerating of economic globalization and international competition becomes more intensive, the multinational pharmaceutical manufacturing companies to enter China, China’s domestic pharmaceutical manufacturing enterprises are facing tremendous pressure. Improving the ability of technological innovation, promoting the enhancement of the efficiency of technological innovation has become an important way to improve China’s pharmaceutical manufacturing enterprises competitiveness, sustainable development.we start from the domestic and international technical innovation efficiency theory and research methods, as the theoretical basis of this article, then learn from previous technological innovation efficiency evaluation index system, builds a brief China’s pharmaceutical manufacturing enterprises’ technological innovation efficiency index system use DEA model, as the representative of China’s29listed pharmaceutical manufacturing company, use2009to2011data, concluded that China’s pharmaceutical manufacturing enterprises technological innovation overall efficiency, pure technical efficiency and scale efficiency,obtained China’s pharmaceutical manufacturing enterprise technology innovation and efficiency conditions.Secondly, in order further analyze the factors affecting efficiency of technological innovation China pharmaceutical manufacturing enterprises, drawing on previous theory, proposes assumptions, and the use of Tobit regression equationmodel regression analysis,.Finally, Q pharmaceutical companies as example, according results of the evaluation and impact factors, combined with the specific circumstances of the enterprise, to analyze efficiency of technological innovation Q enterprise, summarized place of worth learning in technological innovation, as well as in technological innovation some problems and risks faced in management, development and production strategies, enhance the efficiency of technological innovation of Q pharmaceutical company。The results showed, based on technical evaluation results of the pharmaceutical manufacturers, the overall efficiency of technological innovation pharmaceutical manufacturing enterprises in China was relatively low, innovation and efficiency are great differences between enterprises; on empirical analysis of the impact of technological innovation factors include R&D investment, the quality of personnel, management level, sales efficiency, the ability to grow; based on pharmaceutical manufacturing enterprises’ technological innovation evaluation system and analysis of the main factors, combined with the actual situation of Q pharmaceutical company, we can conclude that Q pharmaceutical company’ achievements in technological innovation in recent years mainly because of focusing on R&D investment and R&D and innovation, pharmaceutical products structure adjustment, and more innovative integration platform.
