The pharmaceutical manufacturing industry is developing rapidly as one of the high-tech industries Since China joined WTO.With the deepening of health care reform,people's demand for healthy and the "13th Five-Year" national strategic emerging industry development plan issued,the pharmaceutical manufacturing industry faced new challenges and opportunities,and it's status is more prominent.Pharmaceutical manufacturing industry is a capital-intensive and technology-intensive industries,it is one of the strategic high-tech industry which is related to the national economy and the people's livelihood.After years of development,China's pharmaceutical manufacturing industry have a significant progress,but it's international competitiveness has not increased with the size of the industry increased,there is a big gap between China's pharmaceutical manufacturing industry and foreign pharmaceutical manufacturing giant.It has become an important topic urgently to study how to strengthen the technological innovation ability and improve the efficiency of technological innovation.So that our country become a country which relying on technological innovation,scientific and technological progress of the innovation power from a rely on technological innovation,scientific and technological progress of the innovation power country.This paper expounds the main content of the article and the overall thinking of the article based on the background,purpose and significance of the topic study.It's main about the innovation and the main discovery of this paper.This paper analyzes the current situation of China's pharmaceutical manufacturing industry development and technological innovation on the basis of studying the relevant literature at home and abroad.This paper constructs a measurement and evaluation system of the technological innovation efficiency of China's pharmaceutical manufacturing industry.The two-stage SFA model is used to divide the technological innovation process of China's pharmaceutical manufacturing industry into the stage of technological research and the transformation of the results based on the value chain perspective.It can calculate the technological innovation efficiency of pharmaceutical manufacturing industry in China from 2004 to 2015,analyzes the results of technological innovation efficiency change in China's pharmaceutical manufacturing technology development and achievement transformation and also analyzes the reasons for the change of technological innovation efficiency of pharmaceutical manufacturing industry in each province.This paper analyzes the current situation of China's pharmaceutical manufacturing industry with the characteristics of China's pharmaceutical manufacturing industry and the efficiency of technological innovation in the industry on the basis of previous research.It can also analyzes the main factor of influence about the technological innovation efficiency of China's pharmaceutical manufacturing industry from three aspects: the enterprise itself,the market environment and the government support.The results show that R&D technology investment,enterprise growth and market structure have significant positive effects on the efficiency of technological innovation in the stage of technological development and the transformation of the results.The ownership structure,the scale of enterprises and the influence of foreign investment in technology development and transformation Innovation efficiency has a negative correlation.And R&D personnel input for the technical development stage has a negative impact on the results of the transition phase but a positive impact on technology development.But the government support is on the opposite,it is conducive to the efficiency of the technical development stage,but not conducive to the efficiency of the transformation stage.This paper argues that measures should be taken to promote the development of technological innovation activities in China's pharmaceutical manufacturing industry from the aspects of establishing R & D stable investment mechanism,enhancing the scale efficiency,accelerating the upgrading of industrial structure and strengthening the construction of qualified personnel based on the conclusion of the study.
