With the accelerated process of economic globalization, the impact of intense competition from foreign companies, multinational group of companies, growing private enterprises, the private enterprises with the rapid development and so on, the Chinese state-owned enterprises faced with more opportunities and challenges. China’s state-owned enterprises, however, want to better grasp the opportunity to beat his opponents, to achieve the enterprise’s survival and development, it is necessary to enhance the competitiveness of enterprises, and the key of enhancing the competitiveness of enterprises is to establish and improve human resources management system and reduce the rate of brain drain, to fully absorb, inspire and mobilize the enthusiasm, initiative and creativity of all kinds of talents to enhance the overall quality of corporate talents. As far as China’s state-owned enterprises are concerned, the key is to establish and perfect their talent incentive mechanism,In the incentive mechanism of enterprise talents, the pay system is the most direct, effective and important incentive system. In particular, in most of Chinese state-owned enterprises, the pay system with more problems is aging and does not play better incentives for employees, therefore outstanding talents have overflowed into highly paid foreign enterprises and private enterprises. In this paper, the SC company is a state-owned equipment manufacturing enterprise, and such enterprises rely on support of the state and does not have a profound understanding of the pay system in the enterprise or does not effectively adjust and improve. With intensification of market competition,the increasingly apparent drawbacks of this type of state-owned enterprises and a sharp decline in competitiveness have affected good long-term development of enterprises,so it is imperative to establish and improve the pay system to adapt to the current situation. The purpose of this paper is to analysis deeply the problems of pay system of state-owned equipment manufacturing enterprises, and do a more valuable study and exploration for their pay reform.This paper treats SC company as the research object, through the use of questionnaires and statistical analysis methods to identify the problems of remuneration system of state-owned enterprises SC company, and on the basis of the related theory of motivation and compensation theory, combined with their industry situation, their own conditions and development needs, to develop the company’s remuneration strategy; combination of internal and external survey results and the analysis and evaluation results of posts to develop a new salary structure and pay levels, while developing appropriate safeguards to make sure that the new remuneration system is able to better perform and through continuous adjustment and improvement to realize the final effective incentive, improve the overall quality of corporate talents, enhance the competitiveness of enterprises and achieve sustainable development of enterprises.
