Water is the source of life and the basis of survival, much more attention has been paid to the global shortage of water resource by the government and people around the world, if it says that people fighting for the oil in the20th century, then people will fighting for the water resource in the21st century. China is of the great people and the less water, as well as the extremely uneven distribution of water resources, and the inefficient use of water resource leads to the worse situation of water shortage. Agriculture is the major water user in our country, it accounts for more than60%of the total amount, although its water using has been occupied by other departments, and the irrigation water using covers the90%of the whole agriculture water using. So in order to improve the utilization efficiency of water resource, the start must be the agriculture, and the key is to improve the irrigation water efficiency. This research is done from microcosmic perspective, the irrigation behavior is regarded as the research object, then calculate the irrigation water efficiency and analysis the influencing factors.This research started from reading lots of literature from home and abroad, on the basis of previous studies, combined with the direction of myself, then put forward the feasible thought of research. The irrigation water efficiency defined in the paper is the technical efficiency of irrigation water; calculate the ratio between minimum amount of irrigation water and the actual water using as the output and other input factors remain unchanged, the minimum amount of irrigation water refers to the amount of water used to the full technical efficiency. Firstly, summarize the water resource and the food production of China from the macro view before calculate the irrigation water efficiency, highlighting the serious situation of water resource and its importance to the national food security. Then calculate the irrigation water by the stochastic frontier analysis method (SFA) on the basis of farmers, results show that, the average values of the technical efficiency and irrigation water efficiency are0.8757and0.4821respectively, irrigation water efficiency was lower than the technical efficiency obviously, and the frequency distribution appears fluctuation, so it makes very important to analyze the influencing factors that caused the difference of irrigation water efficiency. In view of this, the limited dependent variable model (Tobit model) has been used to make the further regression analysis of the influencing factors, the results show that, the promotion of cultivation experience of the farmers, the production in large quantities, the enhancement of water saving consciousness of farmers, the promotion of well irrigation, the adoption of water saving technology, and the reform of the irrigation water price will do the positive effect in the improvement of irrigation water efficiency.Finally, the conclusion has been made to summarize the whole research, as well as the policy suggestion put forward in order to provide the reference in theoretical and practical for the government in developing the efficient irrigation water policy, the author thought that advocating the large scale in agricultural production, promoting the water saving technology, reforming the irrigation water price mechanism and strengthening the water-saving consciousness of farmers and so on will be conducive to the improvement of irrigation water efficiency.
