With the rapid growth of the global economy and population,the current situation of water shortage is becoming more and more serious.ShaanxiProvince is one of the most serious water shortage in China,and Shaanxi apple is widely distributed in the arid and semi-arid Loess Plateau region,and the water resources are more scarce.Apple industry is one of the important pillar industries in the development of agricultural economy in ShaanxiProvince.In recent years,the acreage and production have maintained a rapid growth,ranking first in the country.The development of the apple industry has made important contributions to the promotion of agricultural structure transformation,industrial upgrading and increasing farmers' income.However,the current situation of shortage of water resources,coupled with the backward irrigation methods and irrigation management more extensive management of orchard irrigation makes water efficiency low,seriously restricting the apple industry's high yield and efficient developmentin Shanxi Province.The scarcity of water resources and the pressure of the ecological environment determines the development of the apple industry only in the scientific use of existing technology to achieve the optimal allocation of water resources to improve the efficiency of irrigation water resources is the key to the sustainable development of the apple industry.This study raises three questions: What is the current status of irrigation water efficiency in the current apple industry? What factors affect irrigation water efficiency? What measures can be taken to improve irrigation water efficiency through the above analysis?Based on the previous research results,this paper defines the related concepts,from the perspective of technical efficiency,based on the technical efficiency of the plant,which is based on the technical efficiency(SFA-Tobit two-step method).Based on the micro-survey data of BaishuiCounty in ShaanxiProvince,this paper explores the effects of apple irrigation on the basis of the combination of theoretical analysis and empirical analysis.Water efficiency status and influencing factors,and put forward suggestions to improve the efficiency of irrigation water.The results showed that the technical efficiency and irrigation water efficiency of apple growers were 0.73 and 0.48 respectively.The water efficiency of irrigation water was significantly lower than that of production technology,and the water saving potential of irrigation water was huge.In view of this,this study used Tobit model to further analyze the influencing factors of irrigation water efficiency.The results show that(1)the education level of apple growers,the price of water,the number of irrigation,the access to irrigation technology information,and the perceived level of resource shortage have a positive effect on irrigation water efficiency.(Ii)The degree of land fragmentation and the cost of water have a negative impact on irrigation water efficiency.(3)The age of the farmers,the number of labor,the adoption of traditional water-saving technologies,the proportion of agricultural income,the irrigated area,the water management policies of the villages and the water supply methods are not significant for irrigation water use efficiency.Finally,according to the results of the proposed policy recommendations,I believe that the promotion of land circulation,promotionof the industrialization of Apple,promotion of water-saving irrigation technology,increation of the training of farmers to improve farmers' awareness of water shortages and so on are conducive to the improvement of irrigation water efficiency.
