With the increasing shortage of traditional energy and its impact on the environmental pollution, new energy development and use is being paid wide attention by the world. The developing of new energy industries is not only low-carbon but also can cultivate new area of economic growth. At present, China also attaches great importance to the development of new energy industries and has clearly made the new energy industry as one of strategic emerging industries specially supported by the government. However China’s new energy industry started late, low technology due to the relatively low overall level. Therefore, the technical efficiency plays the important role of development of new energy industry. The author calculated technical efficiency of new energy industry and made empirical analysis on its influencing factors.In this paper, the author firstly defines the meaning of technical efficiency, elaborates on the calculation method of technical efficiency namely Stochastic Frontier Analysis(SFA), and analyze factors on affecting technical efficiency of the new energy industry with theory perspective, such as R&D ability, industry cluster, subsidy and industry policy. Secondly the author introduced current situation of the new energy industry from the aspect of industrial scale, industrial structure, etc. and pointed the main problems of new energy industry in China at present, for example higher cost, the shortage of key technology, imperfect pricing mechanism and inefficient use of government subsidies. Then according to the theory and present situation, in empirical part of this essay the author selected the most representative 72 companies from 2003 to 2012 years as the samples to calculate technical efficiency of new energy industry basing on SFA Analysis. Finally, according to the Tobit model, the author used Statal2.0 software to examine whether these factors play a role.The results show that the overall technical efficiency of China’s new energy industry is at a low level from 2003 to 2012 years. In recent 10 years, technical efficiency showed such a overall trend of first increasing and then decreasing. The technical efficiency of China’s new energy industry is affected not only from the factors of enterprises, but also from the industry, industrial policy, government and the market. The company size, the level of technological R&D and business management level were all significantly positively correlated with technical efficiency. The ownership (state-owned) of enterprise showed a significant negative correlation with technical efficiency. Subsidies from government, market concentration, industrial policy and industrial clustering showed a significant positive effect on the technical efficiency.
