The Research On Cluster Development Of Pharmaceutical Industry Of Chongqing

The pharmaceutical industry is a basic industry concerning the national economy and people’s livelihood, and the important area of the strategic emerging industries as well. Chongqing city, the economic center of the upper reaches of the Yangtze River, desires to seize the initiative in the development of strategic emerging industries. The municipal government made it clear that Chongqing’s pharmaceutical industry output shall exceeded100billion within5years. However, compared with the larger pharmaceutical industry provinces, there is a huge gap between Chongqing’s pharmaceutical industry and other provinces’in the scale of output and brand competitiveness. In2011, Chongqing’s biggest97pharmaceutical industrial enterprises have achieved21.979billion Yuan industrial output. While there are5926pharmaceutical industrial enterprises around the country produced an output of1494billion Yuan. The proportion of the number of Chongqing’s pharmaceutical companies and the output value among the country were1.6%and1.5%. Statistics has shown that the proportion of Chongqing pharmaceutical industry of the country is low. Therefore, it is necessary to build an appropriate strategy for the development of the pharmaceutical industry in Chongqing to achieve the strategic objectives proposed by the government.In this circumstance, this essay explores the strategy how to develop Chongqing’s pharmaceutical industry, in order to provide advice to reach goals set by the municipal government. In the course of the study, the paper focuses on the analysis of Chongqing pharmaceutical industry cluster status, problems, strengths and weaknesses, opportunities and challenges, the strategies to develop pharmaceutical industry and building the protection policy of pharmaceutical industry. First, this article analyzes the development status of the pharmaceutical industry in Chongqing. During analysis, the paper emphasized the data of the output of the pharmaceutical companies, income, number of employees, the investment of real estate and the change of profit during the year from2001to2011, and the development status of the top20pharmaceutical companies as well, by which we think the pharmaceutical industry in Chongqing develops well, especially in recent years, the output scale and profit increased rapidly. But the problem is that, compared to the pharmaceutical industries in Jiangsu province and Sichuan province, Chongqing pharmaceutical industry concentration is low. Secondly, the paper analyzes the industry cluster development of Chongqing pharmaceutical industry through SWOT matrix. And concludes that the advantages and opportunities for the development of the pharmaceutical industry in Chongqing is its relatively superior geographic location and waterway traffic; besides, the economy of Chongqing is growing rapidly, the potential of economic growth is optimistic international pharmaceutical industry is being transferred to the developing countries, and Chongqing is an important base for industries to relocate, which is an opportunity for the city and the industry; Fourth, Taiji Group and Southwest Synthetic enterprises have a strong leading and influence on the local pharmaceutical companies. Of course the development of Chongqing pharmaceutical industry cluster faces some challenges:First, technological innovation of Chongqing pharmaceutical companies is not strong; secondly, Chongqing pharmaceutical industry chain is imperfect; thirdly, Chongqing’s pharmaceutical companies scattered around this city; lastly, the external fiercely competitive is another challenge. The advantages outweigh the disadvantages of Chongqing’s pharmaceutical industry cluster by analyzing the advantages and disadvantages, opportunities and challenges. Chongqing pharmaceutical industry can win in the competition as long as the strategy is proper. Finally, the paper builds the development strategy of Chongqing’s pharmaceutical industry cluster, including the strategic model, strategy tactics and protection policy mechanism. When it comes to the Strategic model, the paper proposes development of the pharmaceutical industry in Chongqing should feature on industry park, and both guided by the government and the market; when it comes to strategy tactics, Chongqing’s pharmaceutical industry, should insist the cooperation which can benefit both parties, the cooperative research, joint development, building a raw materials base and the sharing of marketing channel resources. This paper put forward a series of suggestions about the policy protection mechanism. First, strengthen macro guidance of the government to create a good atmosphere for innovation of pharmaceutical industry management system; thirdly, increase the financial support for pharmaceutical industry and make efforts to establish the special fund of pharmaceutical research; fourth, guide the marketing of the pharmaceutical companies and develop new markets; fifth, strengthen pharmaceutical industry co-ordination and deepen the medical reform of the circulation system; sixth, import large pharmaceutical enterprises; seventh, improve the financial services to expand the financing channels for the pharmaceutical companies.
