The industrial cluster , also can be called the industrial group or the enterprise cluster, is a body of geographically ajoining companies and interrelated institutions which lie between the pure market organizations and strutified organizations. They belong to or are related to a certain industry realm and can acquire competition advantages by competing and cooperating with each other in the condition of sharing technology, imformation,human resource and public basic facilities,etc.By using the theories of regional economics and industrial cluster, and adopting the methods of qualitative and quantative analysis, this text has studied the characteristics of the formation and development of the industrial cluster in Chongqing, as well as cluster types and factors that promote the formation and development.Furthermore, after combining the index of position enterprises, it introduces the key sectors and its principles and measures through analysis of typical mode of industrial cluster both domestic and abroad.1. By studying the formation and development of industrial cluster of Chongqing, we can see:(1).Industrial clusters in Chongqing demonstrate that they have developed the embryonic form. Some have already formed a certain scale ,others have been characterized with high-degree of export orienterttor.(2).We can divide the industrial cluster of Chongqing into several types after examing the main bodies of it .The industrial cluster have been formed .according to :① geographical location, resource condition and history background, such as Dadu-kou steel industry cluster ,Xipeng aluminum procersing industry cluster ,Shuangqiao heavy-duty automobile manufacturing industry cluster, and Beibei instrument and apparatus industry cluster etc.②the historical cultural tradition and industry basis of countryside and tourship,such as hardware industry cluster in Longshui town,Dazu county ,Rongchang xiabu textile industrial cluster and so on.③Base on the universities, scientific research institutions, for instance, technological Organization of Chongqing university ,the advanced and innovative technology industrial develop zone, theeconomical and technological develop zone of Chongqing etc.?the large scale enterprises and gather ship and multiplying of numous smeul and meclium-sized companies, for example, the midget car and motorcycle of Chongqing.(3).The comparatively sufficient production factors, enormous market of demand solid industry foundation, co operations between different areas and government positive policy activities are important factors of formation and development of Chongqing industry cluster.2.By evaluation and analysis in cluster modes of Zhejiang province ,Dongguan city ,Bargalore of India and silicon valley of USA ,we can conclude:d)industrial cluster is the result that a lot of key elements act together.(2)industrial cluster is a network that highly divides the work and cooperation in group among enterprises.(3)the development of industry cluster can not work without the effective supply of public products.(4)it also cannot work without the support of financial environment. (5) culture background contributes to its innovation and cooperation with others. (6) the development of industrial cluster should has the regional characteristics. And these can be regarded as the references of the industry cluster development in the future.3.Adopting the Location quotient to calculate the specialized level of intensity of gathering of industry cluster in Chongqing and regarding this as the choice of key development of industrial cluster. The result of calculation indicates ,the motorcycle industry, the raw chemical material industry relying mainly on natural gas and salt and chemical products manufacturing industry, the manufacturing of the instrument and apparatus ,the colored metal smelting industry and extension processing industry, the medical manufacturing industry ,the textile(silk) clothes industry and the mow industry ,which has enormous local market .All of these can be regarded as industrial cluster that are cultivated specially.4. Congqing industrial cluster should take the following main measures: first .establish the new policy concept of development of industry cluster strengthen the planning and guiding of it .Second ,correctly orientate the government function and fully exert the role of the government support. Third, advance the regional institutional improvement which is favorable to the development of industrial cluster. Fourth, base on the native region, and develop the competitive industrial cluster.
