In the12th five-year plan for national economic and social development,the chapter tenth of inheritance and innovation to promote culture prosperityand development, points out patriotic law-abiding, professional integrity,diligent and thrifty,which build ethics and code of conduct to inherittraditional Chinese values, meet the demand of Socialist SpiritualCivilization,and adapt with socialist market economy. In the chapter eleventhof further reform in difficult areas to improving the socialist market economicsystem, points out building environment of using the factors of productionequally, participate in market competition fairly, share legal protectionequally. Achieving this goal, we need absorb nutrients from Chinese finetradition and outstanding historical experience, so as to achieve the prosperityof modern business, construct socialist market economy, which is the key tomake the dream of revival of nationhood and rise of great powers come true.Merchants in Mongolia of Ming and Qing Dynasty, they brave thejourney to Northeast, or leave for the west, they blaze a international tearoutes after the Silk Route. Besides, seeds of capitalism and commodityeconomy appeared in Ming and Qing Dynasty, although lack of laws andregulations, merchants in Mongolia make a big success, which owe to theirbusiness ethics. Therefore, we need research on business ethics of merchantsin Mongolia, so as to guide the construction of business ethics of privateenterprise.By means of interviews to later generations of merchants in Mongolia,and look up a great quantity of relevent literatures and documents,the paperuse the methods of empirical analysis and normative analysis, comparativeanalysis, chart analysis,to summarize the main five aspects of business ethicsof merchants in Mongolia, economy, integrity, competition, cooperation,innovation, which were analysised by the theory of capital accumulation, thegame theory, the imperfect competition theory, the market failure theory, the fairness and efficiency theory, the agglomeration advantage theory, the capitalfunction transformation theory.One of the innovation in the paper is using kinds of economic theories tomulti-dimension analysis, such as political economy theory, institutionaleconomics theory, microeconomics theory, regional economics theory and soon, the other is theoretical research combining with practical application, theconstruction of business ethics of private enterprise, which avoids onlyhistorical summary and analysis.
