China’s economic develops rapidly in the30years of reform and opening up. In the process of economic growth, because of the needs of industrialization and urbanization, a large number of agricultural land resources have been transformed into non-agricultural construction land, along the land conversion process with land extensive use, the quality of environmental and cultivated land resources degradation, which threats the social stability and food security. The allocation of land resources in the process of land conversion has been the current focus of government and academics. Allocation progress of agricultural land resources between the agricultural sector and non-agricultural sector neglected externalities, that result to the low efficiency in the progress of land conversion configuration, which was reflected by the problems in the current process of land conversion of the control mechanism. Based on the analysis of the failure reasons in the allocation progress of land conversion, deeply studying the insufficient of land conversion mechanisms, which are very important to optimize allocation of land resources and improve the efficiency of the corresponding control mechanism.In this paper, the main research objective is Jiangsu Province, the main representative of the object is Nanjing, Suzhou and Yancheng. Analyzing the land conversion situation of the socio-economic development in the three peasants from1996to2007and the insufficient in the progress of land conversion, which are combined with the appropriate regulatory mechanism of China to dig the fundamental problem in the system, the main contents including:First, based on the current situation of land resources’allocation and the development process of the land control mechanisms to find inefficient allocation problems of land resources, which mechanisms’shortcomings lead to in the agricultural process of resource allocation, and then from the theoretical,analysis the causes of the low locative efficiency in the progress of China’s land conversion, including reasons of market failure and government failure, but the current excessive land conversion in China is largely due to government failure.Secondly, the analysis of government failure from the theory mainly includes three respects to reveal the main reasons of government failure. First, from the quantitative analysis of the regulatory mechanism in the progress of the configuration of land conversion, the conclusion is that the relevant mechanisms are carried out through direct effects to the number of land conversion, which affecting the number of land conversion mainly include land use planning, annual land use plan, and land use control, etc.; and then, from the analysis of price during the regulatory mechanism in the progress of the configuration of land conversion, the conclusion is that the relevant regulation mechanisms mainly guide the demand for land to control the allocation of land resources, the main controlling mechanisms include tax mechanism of land; finally, the analysis of controlling mechanisms combining with price and quantity.Thirdly, analysis the trend of land conversion volume and price in different areas of Jiangsu Province by using the C-D production function, and compare land conversion volume and price in three situations including private cost, social cost and the government control. The result is that, the price of land conversion in private cost (the actual situation) is lower than the price in social cost, about1-3times; the number of land conversion is higher than that in social cost, and at the same time, the effort is not enough to control the land conversion under the government control, the land price in the social cost is16-20times of the price under the government control. The analysis results are agree with the actual problems in the allocation of land resources in our country.Finally, based on the results of theoretical and empirical research, putting forward some regulatory mechanisms which need improve and perfect to help promote allocation of land resources, including about six parts:(1) make clear land property right, consummate land system;(2) strengthen land market capacity;(3) adjust total dynamic balance of cultivated land policies and measures depending on the different region;(4) establish the ecological compensation mechanism of cultivated land protection;(5) combine allocation mechanism of additional construction land quota with market mechanism;(6) strengthen land use control.
