In the process of industrialization and urbanization,the expansion of construction land is an inevitable process.For a long time,sprawling and inefficient utilization of construction land in China,which resulting in the sharpening contradictions between construction land demand growth and cultivated land protection.The spread of the same type of regional construction land expansion,demand for all kinds of land use and regional economic development,the management of the intrinsic differences in demand is more serious.The existing "incremental control" of construction land in different regions of the annual plan control,a number of areas even if the total construction land has been theoretically at or near the theory of "ceiling",but still increasing scale of construction land according to the certain increment plans.In the "incremental control" management mode,the "ceiling" of construction land is bound to be broken.Therefore,we need to change the way of construction land use and management,change the original new construction land index to control construction land supply train of thought.With the rapid economic development of construction scale of rapid expansion is an important issue in China,in order to solve this issue,we should be regional differentiation management under the total control.First,construction land use and management problems and the reason analysis,construction land configuration mode,proposed construction land management goals and ideas for improvement.Second,from regional social and economic development two aspects of demand and supply of resources endowment constraints set up index system of construction land quota allocations,and build the total construction land allocation model based on information entropy,figure out 2020 regional construction land total amount control target taking into account of efficiency and equity goals.Then,based on the change from "incremental regulation" to "total amount control",research the total control of construction land increment and decrement quantitative function relation.Finally,according to the construction land of increment/reduction quota replacement ratio,divide the construction land control zoning,and build construction land zoning control system.In the end,Jiangsu Province as an example case study.Paper main research content and the specific see below:(1)The use of information entropy to evaluate the characteristics of system balance,establish the total construction land allocation model based on information entropy.In considering the regional socio-economic development and natural resources objective differences in circumstances,taking into account the principles of efficiency and equity,screening of total amount allocation of construction land index from the socio-economic development demand and supply constraints,then building total construction land allocation model based on the maximum weighted information entropy.(2)Select construction land area,population,investment in fixed assets,GDP as the input and output indicators,build a DEA model.By deap2.1,use the C2R model,measuring and evaluating the effectiveness of the new construction land investment,and calculating and allocating the total area of new construction land of survey region in 2020.(3)Analysis of the increased new construction land,potential in stock construction land,build the construction land increment and decrement configuration model under the total construction land control,research quantitative relationship of construction land annual increment and decrement,which provides the basis for construction land zone and index control of difference.On the above research,this paper puts forward to the following main conclusions:(1)Construction land control should be the change from "incremental regulation" to"total amount control".The existing "incremental control" of construction land mainly through annual plan index of newly-increased construction land,to regulate regional construction land expansion speed.Due to plan management not according to the function orientation of regional development,land development strength and ecological environment capacity to set index of total construction land,result in a number of areas even if the total construction land has been theoretically at or near the theory of "ceiling",but still increasing scale of construction land according to the certain increment plans.Construction usually used to develop regional strength,greater the incremental plan indicators.In the"incremental control" management mode,the "ceiling" of construction land is bound to be broken,and it's too difficult to protect cultivated land and ecological environment.Features of socio-economic development stage and special national conditions,decided the excessive consumption and inefficient use of land resources in way of extensive development is unsustainable.The management of construction land must set "ceiling" and implement "total control",to forced the transformation of economic development way.(2)Total construction land allocation to both efficiency and equity,taking into account the supply of resources endowment constraints.In China,there are significant differences of regional socio-economic development level and resource endowment.Within a certain period,reasonable allocation is the premise and the core content of total construction land control.Many domestic scholars carried out a large number of research of construction land allocation from different research perspectives and methods.But their research less considered equity and most of them remained at the theoretical level.Based on this,this paper proposed total construction land allocation model that not only considering the efficiency,but also scientific and maneuverable.This paper applies the concept of information entropy to the total construction land allocation model,from another angle,reflects the allocation of equity which aim to narrow the difference of regional development.With the rapid economic development,population growth and urbanization,the limited land resources and the land where the growth of social demand are not coordination,which become a core issue of regional land use.In recent years,construction land presents a trend of rapid growth all over the country,which is accompanied with a large number of cultivated land has been lost,food security is threatened,socio-economic sustainable development faces serious challenges.Therefore,taking into account the population,GDP and other indicators of economic development,introduced resource endowment index,such as land quantity,expansion of construction land,and rational allocation total construction land.(3)Regional differentiation of urban and rural construction land replacement ratio is a key means to achieve total construction land control.Total construction land control is through reasonable forecast the newly construction land and effective potential construction land.Reasonable forecast base construction land is the foundation and the key of new construction land demand forecast,the large amount of construction land investment promotes the economic development,but some of the new construction land is inefficient.Therefore,before the construction land demand forecast,should forecast base for input effectiveness test,minus the inefficient investment scale of construction land,on the basis of this,measuring the new construction land demand in 2020.Regional total construction land control depends on the regional differentiation of urban and rural construction land replacement,potential in stock construction land is the effective means to achieve total construction land control.Replacement policy of urban and rural construction land increase and decrease can only not add the total construction land in the project areas,and the existing annual plan index management of newly-increased construction land,result in the spread of the construction land expansion and situational not be stemmed.So,should change the current "imposing uniformity in all cases" of replacement policy between urban and rural areas,carry out the differentiation policies.
