Vegetables, as an important food source of nutrition for human beings, occupies an important position in China’s Agricultural production, in addition to grain, they are the most widely grew crops which have a high economic position. With the rapid economic development and rising living standards, Concept of people’s consumer spending has undergone enormous changes, people’s demand for vegetables’quality grows higher and higher. Especially in recent years, a series of incidents of food safety have happened frequently, which are making consumers concerned more about food safety. And vegetable, as an important by-product essential to daily life, its quality and safety is of concern. Meanwhile, China’s vegetable exports occurs economic losses every year due to quality problems. In this context, strengthen the management of vegetable production, improve quality and safety level of our vegetables, to ensure the domestic consumers’demand for high quality vegetables and enhance the international competitiveness of our vegetables is a priority.The farmer, as the main producers of vegetables, is the first part and the source of government regulation on vegetable quality and safety as well as the foundation to ensure the quality of vegetables. In production, many factors affect farmers when they grow the high quality vegetables. And exploring and carding these factors is the key point of formulating the policy to mobilize peasant household’s enthusiasm to produce high quality vegetables. Meanwhile, during the study, the author found that some peasant households’ willingness may not be consistent with their behavior, which means although some peasant households are willing to engage in high-quality vegetable cultivation, but in fact they never. Therefore, this study hopes analyze peasant household’s willingness of growing high-quality vegetables, and then find the factors which influence their willingness of growing high-quality vegetables. Finally, base on the peasant households who have already been willing to engage in high-quality vegetable cultivation, the factors which made them fail to grow in actual are explored. And it may be the innovation of the research.In this paper, according to asymmetric information theory、theory of peasant household behavior、government regulation theory, the questionnaire is designed. And the first-hand data is available. Base on the data, the binary logistic regression model is used to analyze the factors which influence the peasant household’s willingness of growing high-quality vegetables, and the factors which hinder them turning their willingness into an actual one. The conclusions are:acreage, the expected risk premium will have a significant negative impact on farmers’ willingness of growing high-quality vegetables, while education, awareness of quality vegetables, sales expectations and price expectations will have a significant positive impact. Among them, the economic factors affect the of farmers’ willingness of planting the most. And when the farmers are willing to grow quality vegetables, the age of the head of household will have a significant negative impact on the farmers turning their willingness into an actual one. The proportion of vegetables income, join an industrial organization, policy support, government training and guidance are the positive factors.This paper is divided into six chapters, Chapter1Introduction, including the background of this study, the purpose and meaning, definition of related concepts, innovation and weaknesses and so on. Chapter Ⅱ is a literature review; the research has been introduced at home and abroad. Chapter Ⅲ is the design of the study, including research content, research methods, theory, model selection, setting of the variables and the hypothesis. Chapter Ⅳ is a descriptive analysis of the data. The status of the vegetable industry in Nantong City, and the descriptive statistics of the data are included. Chapter V: Empirical Analysis, including the factors which influence the peasant household’s willingness of growing high-quality vegetables, and the factors which hinder the farms turning their willingness into an actual one. Chapter VI:The conclusions, and the relevant policy recommendations based on the conclusions.
