The purpose of the practice of China’s current stage of corporate relocation incentives, regional coordination of national development policies and local governments are directly related to the development space for enterprises, government factors is an important factor to affect migration.In our current study on corporate relocation, there is little literature involved in the industry to undertake the transfer to existing government policies and corporate relocation move if there is a match, and the same as the government introduced the policy options can really guide and encourage enterprises to migrate. In this paper, First, summarize the relevant literature of the enterprises migrate, And second, take a detailed analysis of the corporate relocation connotation, type, motivation, influence factors and the mechanism. At last, take four representative provinces which in China ’s resource-rich areas for example, analysis of the fit of the four provinces existing industries to relocate to policy and the reason of the corporate relocation move, and come to the resource-rich region in industries to relocate to the policy have five shortcomings, land undersupply, weak support of tax incentives and financial policy, lack of industrial supporting capacity, service system construction is lagging behind the inadequacies, transport and logistics development is lagging behind. Against the Shortcomings, the paper suggests to protection migrate construction land supply, increase financial support, improve the industrial supporting system, optimize the environment of government services, improve infrastructure construction, to create the undertake carrier to industry, to enhance the capability of independent innovation. Only in this way, corresponding recommendations to the government’s industrial policy to undertake better serve corporate relocation services.
