In order to effectively promote regional industrial relocation, it needs to analyze therelocation of industrial conditions and problems that may arise, which can be the basis foractively exploring the scientific industrial layout, effective policy guidance and rationalindustrial relocation strategies. It should work out the best relocation method and chance ofdifferent industries or enterprises to produce optimal social welfare.In qualitative analysis, the recent progress of the international industrial relocation and itstheory are summarized, and then Chinese industrial relocation and industrial space layout arenarrated. The dissertation describes the history of the industrial relocation, the problems andrelated policies, and outlines the layout of the evolution of Chinese industrial space. It alsointroduces specific measures in promoting the industrial relocation. Take Guangdong'sindustrial relocation for example, The implementation of the policy and background should be agood case to deepen the understanding of the policy in order to promote industrial relocationmechanism.Starting from the relationship between government policies and factor mobility, governmentfiscal competition model is built on factor mobility. The government implements policiesthrough two policy instruments: subsidies (taxes) and public goods. To set the specificparameters, the equilibrium policy variables and elements of the value of the return can bedrawn from them. The dissertation will build a labor mobility model only including these modelof skilled labor and common labor factor, and analyze the regional effects on the condition thatgovernment does not intervene in labor migration and government policies does not interferewith the labor mobility.Then the dissertation studies the introduction of free capital of the heterogeneousenterprise model, and analyzes influence of the anti-agglomeration subsidies relocation of theenterprise in heterogeneity in low labor productivity. It can be obtained that government policyintervention and non-intervention in the case of balanced regional and corporate relocations.Many stakeholders will be involved in industrial relocation process. This dissertationanalyzes the interests of all stakeholders in the industrial relocation process. It distinguishes thebargaining game between the transfer side and the receiver side in the traditional industrial relocation interest game model Three game models—game model of local governmentscompetence, game model of local government and enterprises and game model of government,enterprises, rural cooperatives—will be constructed, and relevant conclusions will be drawn.At present global economic structure is in the continuous adjustment of status. To promotebalanced regional development has become an important macroeconomic policy, which hasbeen loaded in the17thParty Congress report. Inter-regional relocation of industrial is animportant way and inevitable process to coordinate regional development, adjust the industrialstructure and upgrade the industrial. The government policy, factor mobility and industrialrelocation are combined into one framework, which is consistent with our country's coordinatedeconomic development and sustainable development strategies.
