World development of the regional economy，in a large extent, rely on theindustrial park which is the important carrier and effective form of economy. SinceChina’s opening up，various industrial parks and zones have been built up nationwidevigorously. The establishment of these industrial parks has greatly enhanced ourintegral level of opening up，developing and adjusting ability of industrial economics.However, during the development of industrial parks organization, there alsoencountered some problems, such as lack of character, lack of effective supportsystem and the defect of industrial chain. Currently, with the context of globaleconomic integration, industrial clusters gradually become the leader of economicdevelopment trends. The form of industrial clusters is an effective carrier of themodern industrial system, the modern urban system and innovation system. It’s thefoundation engineering of optimizing the economic structure, transforming the modeof economical and realizing economical and intensive development. The organicintegration of the industrial parks and industrial clusters, is better able to promoteregional economic prosperity, to achieve sound and rapid economic leaps and bounds.So it is of great theoretical and realistic significance to develop industrial clusters,which can enhance the competitiveness and innovation of the industrial park andachieve sustainable development of the industrial park.The paper is based on the theories of industrial clusters and industrialpark.Firstly, using literature methods, the paper combined the industrial park and industrialcluster theory research and focused on the relationship of different spatial organizationbetween industrial clusters and industrial parks. Secondly, using the method ofqualitative analysis and inductive analysis method，it classified the critical factors thateffected on industrial cluster formation and Park cluster. On this basis, the paper putforward the basic meaning of the development of industrial clusters in industrial park. Thirdly，based on theoretical studies，the paper systematically analyzed of the developmentstatus of the industrial clusters of Yunxi District Industrial Park. Based oncharacteristics and stages of development of the industrial clusters of Yunxi DistrictIndustrial Park，the paper profoundly analyzed the problems that exist in thedevelopment of the direction in the industrial clusters of Yunxi District Industrial Park.Lastly，from the reality of the Yunxi district of Yueyang，the paper explored thepolicies and proposals for the development of industrial clusters.The development of industrial park related to the political, economic, social and otheraspects of the problem.，the paper only analysed the suggestions from the perspective ofthe industry cluster. While, industrial park development also depends on otherstrategic options and a variety of complementary measures, these issues will need tobe to further explore in future research.
