Study On Industry Cluster Oriented Industrial Park Formation Mechanism And Strategies Design

Industrial park is named for industrial development zone in Japan and Korea, and is named for industrial hamlet in Hong Kong. Industrial park is an important construction mode for enterprises'geography collecting, which is used for quickening economic development and improving the city layout configuration in some developed countries after the second war. Generally, industrial park is the result leaded by government, and is a new industry organization formed by the governmental promoting and the market power for quickening industry upgrading.In the world, the successful industrial parks are all the industrial parks that develop in cluster. The competition of industrial parks mainly represents the competition of the industry cluster in them. And the development of industrial parks depends on the forming and developing of industry cluster in them. More and more researches indicate that where the shoe pinches of industrial parks'development are the effective conformity of industry chains and the industry upgrading by the industry conglomeration and the filtering in global production division in global value chains. So, the exploitation and construction of industrial parks based on the flat roof of industry cluster, and the development of industrial parks leaned to industry cluster, are the inevitable stratagem selection to make industrial parks develop healthily, persistently, fleetly. The strategic idea to build industrial parks has been the problem paid more attention by each government and acaGEMe. Starting with the analysis of interior framework and organization characteristics, the cluster mechanism and growing conditions of industry in industrial parks studied, the stratagem projects and the measures of development in cluster put forward, the performance evaluation mode of industry cluster stratagem build, consequently, a primary industry cluster'analysis framework of industrial parks'development stratagem is established. Comparing with the former correlative study, the main characteristic in this dissertation is, leaving the disadvantage of designing stratagem project by only analyzing the general element conditions of industrial parks'growing, aiming at the study of industrial parks constructions' stratagem from the new angle of the intrinsic mutual connection between the industry clusters'forming and the industrial parks'developing.This dissertation is developed in the following thoughtful clue "problems raise - theory analysis - project designing-Policy measure- conclusion". Details are as follow.Firstly, the industrial parks'composing elements are analyzed based on the analysis of the industrial parks'characteristic. Based on industry cluster, the industrial parks'interior structure mode is founded by applying the theory of society network, and the basic organization characteristics are summed up.In succession, the enterprises'congregating behavior generic process of industry cluster in industrial parks is gotten by applying the economic evolutionary theory and referring to the congregating process of biology community. And the industry clusters'congregating behavior game mode of industrial parks is constructed according to the inhabit selection theory and the community game theory in behavioral ecology. Ulteriorly, the cluster mechanism and growing condition of industry in industrial parks are studied by the numbers.Then, the whole strategic thought of the industrial parks' development are brought forward from the angle of industry cluster. And the strategic patterns of industry cluster in industrial parks in different development periods are planed according to the different periods'aims. On this condition, the selection of industry, location and time of industry clusters'development are discussed, which provide systemic project for the bringing into effect of industrial parks'development stratagem.Finally, based on the matrix of GEM, which is used to evaluate the competition of industrial cluster, the modified model-GEMN is created with the viewpoint of innovative network. This will provide a quantitative method for evaluating the performance of industry cluster stratagem in industrial parks. The GEMonstration analysis to the industrial park of Hunan Liuyang biology medication is made by applying the mode of GEMN. And the primary evaluation on the performance of the development stratagem oriented to industry cluster of Liuyang biology medication industrial park is made.
