It has a directly influence to our country’s international competitiveness. With the deepening of International Division of Labor and speeding up the pace of technological innovation, competition between the regions or countries is the competition between the Industry Technical Standards that based on technological innovation. Our country is in the key period of industry development and transformation, so we must take the development strategy of industry technical standards. The scale of home market is an important advantage of our country. Nowadays, compared with atrophy condition of the international market demand, Chinese domestic market demand continues to maintain the good momentum of flourishing development, as well as the development of a new round of Industry Technical Standards increasingly depends on emerged markets with sufficient scale and high-speed growth. Therefore, Chinese industrial development of industry technical standards built on the technological innovation and scale of home market demand, which will help promote the Endogenous Growth of Chinese economy and creation of Technical Standards.The development of Industry Technical Standards is in a dynamic complex system. The influence of internal, external perplexing factors and forces, which makes its evolution process exhibit unique regularity and each stage have different characteristics. This paper elaborates the evolution rules and characteristics from Life-cycle Approach and analyzes the influence factors and supporting conditions of Industry Technical Standards for the creation according to the four phases——establishing period, growing period, mature period, and recession period. According to the above ideas, the condition of converting home technical standards into international technical standards was put forward and was elaborated from the microcosmic, medium-policy and macroscopic.According to the logical mechanism of this paper, it discusses that home market demand with scale effect can provide a breakthrough point for the creation of the industry technical standards, but also can provide mighty installed base for the following standards extension. First of all, home market demand with scale effect can endogenously promote domestic technological innovation, and provide fundamental technology support for standards establishment. In addition, home market demand with scale effect is beneficial to the extension of standard products and promotes the technology to mature quickly. Finally, home market demand with scale effect can induce multinational corporations’ products and technologies to make an adaptive transformation for Chinese market demand, and promote the technology cooperation between Multinational Corporations and local companies in China. Interaction in this process is beneficial to extend technology standards into international and build international technology standards union.Based on the systematic exposition of logical mechanism, this paper introduced3G standard TD-SCDMA case what has independent intellectual property rights in China. As the evidence, particularity and typicality of the case itself well illustrated and expanded a theoretical framework that needed to be elaborated in this paper. And then, in the latter part of this paper, based on improving China’s technology innovation ability and demand of promoting the optimization and readjustment of industrial structure, according to large, high-speed growth domestic market, to create industry technology standards, according to the logical though, author puts forward some policy suggestion for how to promote the domestic market sustainable growth, how to improve innovation ability of home companies, and how to speed up the pace of building industry technology standards. |
