Study On The Policy Support To The Leading Enterprises Of Agricultural Industrialization In Xinjiang

Agricultural industrialization is the necessary way to realize agricultural modernization in our country,and the focus of agricultural industrialization is the development of agricultural leading enterprises, so wemust support the development of agricultural leading enterprises. Support policies about agriculturalleading enterprises since2000, the ministry of agriculture issued eight ministries and commissions such asonly10years, Xinjiang autonomous region government under the national policy framework, according tothe development of agriculture in the region put forward many policies and guidelines to promote thedevelopment of agricultural industrialization.This article mainly uses the relevant theories of economics, combining with field investigationmaterial and their own on the working experience in agricultural leading enterprises, organize relateddocuments and data, are analyzed. This article first to support the necessity of leading enterprises, thenanalyzes the present situation of agricultural leading enterprises in Xinjiang, and then focus on analysis ofthe Xinjiang autonomous region government support agriculture leading enterprise two aspects of financeand taxation policy, describe the types and their evolution trajectory of the supporting policies; And throughthe relevant data and economic models describe the effect of the support and testing, support thedevelopment of agricultural leading enterprises in Xinjiang and puts forward policy recommendations.Xinjiang, this paper argues that the backward economic and social environment requires thegovernment to agricultural enterprises in the financial and taxation support, the two aspects of supportpolicy to combining with the actual situation of the development of Xinjiang. In terms of financial supportpolicy, the key is to build services and financing platforms, and guide the flow of funds, the market mainbody function, to allow more private capital participation in financial activities, make up for the financialgap. In terms of fiscal subsidies, to consider the local fiscal and economic development situation, subsidiesto moderate and specification, shall establish a supervision mechanism, prevent subsidies disrupt themarket order and corruption.Through the discussion of this article, I hope to provide some ideas. in support the development ofagricultural leading enterprises in Xinjiang.
