On Fiscal Support Yunnan Agricultural Industrialization Process

Fiscal investment plays an irreplaceable role to the development of agriculture industrialization. Through years of efforts, the financial support policy of Yunnan province has gradually moved towards systematization and standardization, which proceeded the industrialization of Yunnan agricultural industry and made remarkable achievement. However, with the profound change of the agricultural industry and the putting forward of Plateau Characteristic Agriculture strategy, the agricultural industry and rural area of Yunnan province are entering a new phase. The agricultural industrialization is facing a new situation that the existing financial supporting policy can not meet it’s demand any longer. Therefore, it is necessary to study and improve the financial supporting policy based on the existing situation and future development goals of Yunnan agricultural industrialization, to promote the innovation of farming organization and to push the agricultural industrialization to a new level.This paper includes five chapters:the Introduction states the background, significance, trail of thought, method and content of the research; Chapter II analyses the necessity of the fiscal support to the agricultural industry based on the associated economic and management theory, and summarizes and adapts the connotation, model and supporting policies of the agricultural industrialization; Chapter III focuses on the research of fiscal expenditure policies, combs and analyses the relevant fiscal supporting policies of Yunnan government to agricultural industrialization, around the policy orientation, investment fund and specific measures; Chapter IV identifies the existing problems of operation mechanism, investment scale, input structure and financial management in Yunnan agricultural industrialization policies; Chapter V puts forward the corresponding measures and suggestion for Yunnan fiscal supporting policies to agricultural industrialization based on the study of existing problems and future development target, which includes:1. To divide the responsibility of the central and local governmental expenditures, increase the fiscal investment to agricultural industry, set up a financial integration mechanism, play the guiding role of fiscal investment, and to form a corresponding investment guarantee mechanism for agricultural industrialization development.2. Stressed on the support to enterprise clusters, high standard production bases, cooperative fanners’group, supporting infrastructure, agricultural science and technology service system and the marketing network development, and to set up an appropriate fiscal expenditure structure for integration management.3. To improve the efficiency of fiscal investment through innovation and integration; to avoid non-cooperative games and motivate cooperation in different bodies of agricultural industrialization through strengthening financial supervision and performance appraisal.
