Fukang City Landless Farmers Resettlement Compensation Research

With the continuous progress of urbanization and industrialization in the city of Fukang,landas the carrier of urban construction,its demand increasing constantly. However,the landsurrounding FuKang are almost belong to farmer collective, so the urban development by usingits own land intensivly, it has to collect a large number of collective land. At present, China’sland requisition for a social contradictions also increasingly prominent, farmers reflect landexpropriation petitions unabated.Land expropriation is directly related the relationship betweenthe local government and the landless peasants’ vital interests, it is also related the socialharmony and stability, it is a very complex and sensitive job. Therefore, how to make a gooddeal with the city construction and landless peasants, land income and the farmers’ interests,make sure farmers’ living level is not reduce and sustainable development, find a local economyand the standard of peasants’ living common development improvement of balance, it becomesan important and difficult problem of FuKang agriculture,rural areas,farmers.This papertakes FuKang in Xinjiang as an example,describle the current compen-sation of land expropriation,the progress of land expropriation,the means of resettle-ment compensation,the standard of land expropriation compensation and so on.It alsoanalyze the situation of collective agricultural land resettlement compensation in Fukang,themian problems are as follows:the existing land expropriation compensation method is single,the prophase investigation of land expropriation is arduous and numerous, farmers’satisfaction for land expropriation compensation is low, the landless peasants’ again obtainemployment and social security system is not perfect. In addition,the paper designed aquestionnaire, including five aspects: the basic conditions of landless peasants, landlessfarmers’ will,the resettlement situation of landless peasants,the farmers’ satisfaction for landexpropriation compensation, landless peasants concerns.By analysising the consquence ofquestionnaire survey,combining the actual situation of Fukang,and try to find a new landexpropriation compensation train of thought, and finally provide some useful and practicalsuggestions for FuKang land expropriation proposes:Firstly,clear department responsibility,improve requisition work mechanism.Secondly, set up reasonable land expropriation procedure,regulate land expropriation staff behavior. Thirdly, a variety of resettlement way combining,guarantee land-losing farmers whose land life after level is not reduced.
