At present, environmental problems, such as global warming, have affected humansurvival and development. In recent years, the climate conference held increasingly unable toAssociation countries views on environmental protection. Carbon emissions is the focus ofthe dispute.Meanwhile, China has become the largest country of carbon dioxide emissions inthe world, more than a fifth of the world’s total. In recent years,our government set goodpolicies and liberal investment environment to attract a large number of foreign directinvestment. The data show that more than half of foreign direct investment has invested themanufacturing industry. FDI has made outstanding contributions to the development of thisindustry in China. Besides,we should pay enough attention to the environmental problemscaused by the FDI.Thus, China faces two aspects of the pressure, namely the challenges ofdomestic economic transition and the international public opinions of reducing carbonemission. Especially, manufacturing industry is faced with how to achieve low-carbon growthpattern and reduce energy consumption.This means that study the relationship between FDIand carbon dioxide emissions of China’s manufacturing industry has a strong practicalsignificance.Based on the level of the manufacturing sector in China’s secondary industry, using datafrom1999to2010, analysing FDI on the CO2emissions of China’s manufacturing industrystructure and correlation effects. Followed by the establishment of the regression model, doreseachs about FDI how to affect the carbon dioxide emissions,and FDI how to affect carbondioxide emission intensity.On the empirical analysis of the impact of China’s manufacturingindustry, positive relationship exists draw FDI and carbon dioxide emissions, while carbondioxide emissions strength negative relationship. On this basis, the analysis of FDI on China’smanufacturing carbon double impact, both positive and negative aspects explainreasons.Based on labor-intensive industries and technology-intensive, study FDI on the CO2impact of industrial differences.Then, FDI have a positive effect on the two types of industrialcarbon emission reduction.This paper deep-seated differences and the reasons of FDI impact, which exploreappropriate policy recommendations, to arrive at the related manufacturing industrial structurepolicy recommendations to reduce CO2emissions. Suggestions include a series ofmeasures,such as improving access standards of FDI, manufacturing, upgrading the industrialstructure, creating a new low-carbon industry value chain and developing the carbon financemarket. To ensure the sustainable China’s economic development, foreign direct investment inthe manufacturing sector should play a positive spillovers. Therefore, low-carbonizationdevelopment of manufacturing industry is an important foundation to develop low-carbon economy in China.
