A Research On Fund Management Problems Of The Policy For Strengthening Agriculture And Benefiting Farmers In Yi Tong County

The Third Plenary Session of the Eleventh Central Committee of the Party had set the general plan of pursuing economic development as our central task. The status of agriculture as the national basic industry should not be shaken, but to become the key industry and attract more concern and support of our government. In2003, the CPC Central Committee advanced to balance urban and rural development, to make resolving the "Three Rural Issues" as the most important task for whole party. In2004, beginning with proclaiming<Several Policy about Increasing the Income of Farmers>, the CPC central committee and the State Council published several "Central First Documents" continuously, implemented "Four Reliefs" and "Four Subsidies" as the main contents of the policies for strengthening agriculture and benefiting farmers, which related to the production and living of farmers, the harmony and stability in rural areas and the sustainable development of agriculture and so on. In order to increasing the financial investment for agriculture from various levels and channels, the financial supports policy transformed from promoting agricultural production to advancing the all-round development of agriculture and rural areas. These policies for strengthening agriculture and benefiting farmers in a certain degree followed public opinions, stabilized popular feelings and steadied the livelihood of people. Fully abolishment of the agricultural taxes in January,2006, put the end to the "The Royal Grain Tax" which had been lasted for thousands of years, showed the government’s determination to increase the policy support for strengthening agriculture and benefiting farmers. However, at the present stage, inevitably there are some negative problems in the fund management for the policy is comprehensive and it involves with different aspects. It is of necessity and importance to research the fund management problems since the new policy is published and adjusted continually.According to the fund management problems of the policy for strengthening agriculture and benefiting farmers in Yi Tong County, this paper elaborated the methods and effects of fund management, analyzed the problems and causes, combined with the actual situation, and proposed some measures and recommendations to improve the fund management, with reference to the experiences of other provinces and cities.
