In recent years,the party and the government to develop China's rural various undertakings,the party's 18 th major report also once again stressed the need to strengthen the agricultural policy of benefiting farmers.Therefore,the corresponding national call of Xinjiang,Xinjiang region of the full implementation of the policy of strong agricultural benefits,making the "three rural" support work in Xinjiang has made new progress.However,there are still many problems in the implementation of the policy of benefiting farmers and benefiting farmers,and whether satisfying farmers is the key criterion for the effect of policy implementation.Therefore,it is helpful to find out the problems existing in the process of policy implementation from the perspective of farmer satisfaction.It is of great significance to solve the problem of "three rural" economic development in Xinjiang.Based on the theory of public choice,principal-agent theory and public goods theory,this paper uses the methods of literature research,empirical analysis and comparative research.Based on the farmer satisfaction perspective,the performance of the policy And then constructs the index system of peasant household satisfaction with the performance of benefiting farmers 'policy and clarifies the measurement method.Then it uses field survey data scientifically and effectively to evaluate and analyze the farmers' satisfaction index system.The author finds out the problems in the implementation of the policy,and analyzes the restrictive factors of the performance of the policy.At last,according to the conclusion of the empirical study,the paper puts forward the path and policy measures to improve the effect of policy implementation.Out of the outlook.The results of this study show that the farmer satisfaction level is not high enough to satisfy the farmers' needs,and there is still a gap between the farmer's expectation and demand,which shows that the policy of benefiting the peasants in Xinjiang is not The implementation of the main factors,the target group factors and environmental factors and other factors is the main constraint of strong agricultural benefit policy factors.
