The Reaserch About China Grain Circulation System

The old saying, States to the people and food ro safety first, is well knowen by us. The grain issue plays a vital role for every country according to our history, which has attracted great interest in worldwide. Besides based on the history of our country, the core problem is always the grain problem which leads to the peasant uprising overthrowing state ruling. China is a developing country with large number of population. Therefore for us, the grain problem relates to the development of contry and the stability of society all the time; the grain problem is the material basis and fundamental guarantee for national normal option and development; the grain problem will not be too significant for the long time development. Consequently the grain problem is not only a problem of having food but a problem relating to the economy and polity for the development. The involvement scope is very wide. For us, the grain circulation is key problem. Our grain circulation system has passed decades-time from the unified purchase and marketing system to modern marketization circulation system. The excellent success has been obtained by our grain circulation system in the continuous reform and development. However, we shall know it clearly that there are many unavoidable contradictions and problems restricting the healthy development of the grain industry. It is the result of the influence from the productivity level, our special national condition and the characters of the current management system. The contradictions and problems include the faultiness of the grain circulation system, the unreasonable factors of the formation system for the grain price, the lag of the management operation system for grain reserve. All the problems could affect the grain circulation system reform to deepen futher and cause some important influence to our grain safety directly.In this paper, we summarize the experience of our grain circulation system reform history and search the next development direction of the system with the concepts and theories relationg to the system. All of them are based on learning the advanced circulation model of other countries. At the same time we have offered some suggestions and measures for the future reform of our grain circulation system about the grain circulation system, grain circulation price and management system for the grain reserve. We look forward to building the circulation system according with our actual national condition and long-term development to drive our grain circulation system reform to develop better. During this course, we will call for the multilevel, multi-angle and multi-field reform measures and the support of the relavant policy from government. With them we shall make new contribution for promoting the stable development of our grain safety and social economy.
