Under low-carbon context, the power industry as the largest source of carbon emissions, must shoulder the main responsibility of energy saving and emission reduction, so establish low-carbon power system is the inevitable choice. Due to the presence of carbon locked-in effect, its most important prerequisite is to achieve scientific and rational planning. Traditional planning mode no longer suited to the development trend of power system, a more low-carbon characteristics generation and grid harmonized planning mode will gradually replace the original planning mode. Power planning mode, low-carbon technologies and carbon emission policy is the internal and external drivers of building a low-carbon power system, but systematic evaluation the potential benefits will greatly promote the construction and development of low-carbon power system.In this paper, utilize system dynamics method to assess the benefits of the implementation of low-carbon power system under generation and grid harmonized planning mode. Firstly, study generation and grid harmonized planning mode and the construction of low-carbon power system. Analyzed the impact of the introduction of low-carbon elements on power planning, and defined generation and grid harmonized planning mode, from generation side, grid side and demand side three angles proposed the way to build low-carbon power system; The second, benefit evaluation index system is constructed based on the benefits decomposition of low-carbon power system, compare the advantages and disadvantages of the different effective assessment method, based on system dynamics, given the overall causal loop diagram of the benefit assessment; third, from generation side, grid side and demand side three aspects build low-carbon power system effectiveness assessment model; The last, estimated the economic benefits, carbon emission reduction benefits and social benefits of low-carbon power system from2011to2020for FuJian Province.The results show that the low-carbon power system has significantly comprehensive benefits. Which is conducive for people to fully understand the potential benefits of low-carbon power system, and raise the relevant investor to invest on low-carbon power system, thus speeding up the construction step of low-carbon power system.
