Qingshan District is one of the four districts in Baotou, and it is a modern industrial area with214big and midium-sized enterprises, and it is the birth place of the machineray development industry.Currently, the transformation of industry has reasonably planed out the domestic and international industrial layout, and has significantly played a function for constructing the system of domestic industrial division. The industrial division is the precondition for setting up industrial standards and structures, and instantly improving the economic development model, and it is a necessary stage for the national economic development. Nowadays, China is transfering its industrail focus from the South-east region to the Midwest. There are two main reasons:Firstly, since1990s, due to the revolution of science and technology with the economic gloablalisation, the international transforming of industry has showed new charateristic. Because of the fast industrail development and the deepened level of open-door policy in our country, China has gradually joined in the international transforming of industry, and has become one of the members of global economic integration, as well as one of the holders of the transfer of the international industry. Secondly, due to the low industrial development costs, the rich natural resources, and the huge market growth potential, Midwest region can boost both national and international transfer of industies. The domestic industial transfer on the one hand can increase the pace of the new industrialisation and urbanisation for the harmonised coordination among different regions, on the other hand, it promotes the economic development of the indutrial tranformation, and the upgrading of the industrial structure in South-east, so that domestic industry can be reasonably distributed.During the "Eleventh Five-Year" period, Qingshan District comprehensively implementing the scientific outlook on Development, determined to take a new road of industrialization, transformed the economic developemnt model, continuously to promote the industrial diversification, the industrial extension and the upgrade of industry to make the industrial system more perfect with innovation ability; to make the characteristic/advantaged industry to grow stronger, and the comprehensive strength of the industrial economy to improve significantly, to form a new leading industrial system with new constructive materials, engineering machineray, heavy vehicle assembly, special steel deep processing, and new energy equipments. The undertaken of coastal industrial transformation of equipment manufacturing industry in Qingshan District of Baotou, has generated great advantage of optimising the land space layout for the comparative advantages, promoting the upgrading of the industrial structure and regional structure adjustment, and the coordinated urban and rural development. It is beneficial to change the development mode, enhance the overall competitiveness of the regional economy and the people’s living standards, and it is conducive to promoting the sustainable development of economy, society, and the environment.In this paper, through the analysis of dependent city development of domestic and international resources, I would like to put forward the important significance of manufacturing industry transformation in Qingshan District, introduced the advanced experience at home and abroad, and summarizes the practical ways to develop industry of Qingshan District. By writing this article, I hope to be able to drive relevant industry insiders think seriously, put into practice, and promote the coordination of man and nature, Qingshan District Industrial Development and ecological environment in harmony, and further optimise the industrial layout, regulate and accelerate the industrial park development, the formation of new industry development pattern of industry features prominent, resource allocation efficiency, obvious competitive advantage, make contribution to achieve sound and rapid economic and social development of Qingshan area.
