The strengthening of economic globalization and integration brings huge pressure ofcompetition to modern enterprises,to get benefits from management and innovation hasbecome the key transformation path for enterprises. Innovation is more and more the criticalability of organizational long-term survival and development. Identifying elements whichpromote and hinder innovation to improve the enterprise innovation level has become anecessary research problem. As one of the management pattern which has been recognizedeffective to enhance enterprises competitiveness,total quality management is playing animportant role. There are lots of enterprises get successes through a separate implementationof total quality management and innovation strategy,but more is that enterprises willimplement the two strategies at the same time. Now the issue about whether the two arecompatible has become a research hotspot,but scholars are always controversial aboutwhether total quality management hinders organization innovation or not,the cause of thecontroversy may be there is an influence path or scene dependence on total qualitymanagement to organizational innovation. However, most studies only explore theirrelationship on overall point and few empirical study explains why this relationship exists onthe perspective of mechanism and domestic scene,thus it affects not only the possibility ofpromoting total quality management which has been widely used in manufacturing to researchdivision or innovative organization,but also the coordinated development of total qualitymanagement and innovation strategy.On the basis of existing research,measuring total quality management on practiceperspective and measuring innovation on performance perspective,this paper tries to explainwhy the relationship exists and what the influencing mechanism is via joining innovationoriented culture as mediating variable at the first time and under the market dynamicenvironment. Firstly,this paper sorts out the research gap by summarizing current researchand puts forward research questions. Then,after an analysis of the effect of total qualitymanagement on organizational innovation from organizational change theory perspective andcoming up with research hypothesis and model,this paper ensures the final research scalethrough pre-test. Finally,the paper has descriptive statistical analysis and data reliability andvalidity test by using SPSS18.0according the formal sample of the Pearl River delta areamanufacturing enterprises,building structural equation model and using regression analysis method to examine the hypothesizes,and gets the following conclusions:1) Due to theconcept of statistical process control,total quality management practice can effectivelypromote process innovation performance, but it can’t promote product innovationperformance.2) Total quality management practice can furnish a system and cultural fertilesoil environment by establishing good innovation atmosphere for organizations,and then itpromotes product innovation,which is mediated by innovation oriented culture. It implies thattotal quality management should be implemented with the integration of innovative cultureand other resources to better improve enterprise innovation ability and level in the process ofpromoting it to R&D division or innovative organization.3) Market dynamics plays amoderator role on the relationship of total quality management practice and innovationperformance. The higher the market dynamic is,the more contributions total qualitymanagement will make to innovation. At last,this paper gives suggestions and managementmeasures about implementation of total quality management and innovative activities for thePearl River delta enterprises on above empirical results.
