Study On Innovation Policy Of Industrial Generic Technology In China Based On Text Analysis

In the1980s, there has been some policies of national research programs which supportthe development of Industrial generic technology. Industrial generic technology plays a veryimportant role in completing the industrial restructuring and upgrading, as well as optimizingthe industrial structure. And it is a strategic support technology for the high-qualitydevelopment of the industry and economy of China. However, generic technology ispre-competitive technology with the public and risk characteristics, the development ofgeneric technology is inseparable from the support of the government and other public sector.In addition, the inadequate funding and the R&D missing of the generic technology show theimperfections of the relevant policy guidance and support. Based on the theoretical review,this paper focused on the research of innovation policy of industrial generic technology inChina, and conducted specific research by following the analysis order of policy releaseddepartments, the division of policy areas and policy tools. Besides, social network analysismethods were used to study the relationship between policy actors. Co-word analysismethods were used for division of policy areas and structural analysis, and the quantitativeanalysis of policy was conducted from the perspective of policy tools. Text analysis was thebasis of the other two methods.Through the systematic study on the policy released departments, the division of policyareas and policy tools, this paper not only got a more in-depth grasp on the current situationof the policy but also could provide relevant advice for subsequent policy formulation andimplementation. The conclusion were as follows. The department who issued andimplemented policies were transformed from a single one to policy-making jointly, and thenetwork size of policy-making jointly were gradually become larger. Secondly, industrialgeneric technology innovation policies in China can be divided into nine areas category andthe support system of policy was becoming better. Finally, the use of policy tools wasinefficient and the policy of generic technology distributed disproportionately in threeindustries, and the policy support for the primary industry was weakest.
