China is a big country with rich natural resources.The emergence of theresource-based cities as an important basis for energy and raw materials supply base,not only reinforce the country’s comprehensive national strength, but also improvethe socio-economic level. Zaozhuang as the old industrial base of the country has over1500years of mining history, is typical of the coal industry resource-based cities.However, with long time large-scale mining, high strength and non-renewable natureof resource itself, the coal resources exhaustion, many resource-based cities has beenprogressively depleted ranks. At the same time, due to the generally faced with aserious shortage of resources, such as resources arising decline rate acceleratedconfusing layout of urban space, highlights livelihood issues, many contradictionsunbalanced industrial structure and serious ecological pollution is gradually revealed.Therefore, solving the resource-exhausted cities in the economic development processof deep-seated contradictions is imminent.Urgent need to the economictransformation of resources city, cultivate leading industries, urban transformationdevelopment to promote the sustainable development of the city. Local governmentsat all levels to play a leading role in the process of transformation in the city, is thebasic strength and a dominant force in the resource-based cities; market or business asa platform of economic development, plays a catalytic role in transition, and the thirdindustry in a supplementary role industries due to the smaller proportion, also needto be further improved. Polycentric Governance Theory emphasizes diversification isprecisely the reasonable construction strategy for improving urban governance andinnovation capacity of the resource-based and reshaping the relationship betweengovernment and enterprises, government and market, as well as the development ofthe tertiary industry.In this paper, under the guidance of Polycentric Governance Theory, in a typicalresource-exhausted cities-Zaozhuang economic transformation as foothold, throughto the Polycentric Governance of government, market and the third sector role in itseconomic transition function analysis are discussed in how to maximum full play theirrespective role.Elaborated the concept and characteristics of the Polycentric Governance Theory and the governance of the economic transformation of resourcescity. The second part, summarized the present situation of Zaozhuang by takingadvantage of various indicators, discusses the problems in the process of economictransformation of Zaozhuang.The third part, under the perspective of PolycentricGovernance Theory specific reasons were analyzed. The fourth part, puts forward thetransformation of economy under the Polycentric Governance Theory perspectivesof Zaozhuang countermeasures. Including the transformation of government role inthe economic transformation of Zaozhuang positioning; Play the support function ofmarket mechanism in the economic transformation of resources city and improve thethird sector in the economic transformation of resource-based cities.
