The System Innovation Of Urban And Rural Development Research In Shanxi Province

Balancing rural and urban development is the fundament in solving the problem of Chinese dual economic structure, as well as the strategic development issue which was put forwarded in the third Plenum of the17th Communist Party of China Central Committee. Basing on the practical experience and the innovations on balancing rural and urban development system at home and abroad, the paper tries to design systematical and institutional programme about balancing rural and urban development in Shanxi Province, which not only accelerates building new socialist rural areas and integrating rural and urban development, but also is of major immediate significance for fully implementing the guiding principles of the Seventeenth Party Congress and the Scientific Outlook on Development. Therefore, according to Chinese actual system situation and having made a in-depth analysis of the innovations and difficulties on specific system and implementation mechanism of balancing rural and urban development in Shanxi Province, the paper proposes opportunities and challenges, purposes and significances, as well as the overall analytic framework of the task and the content of development within the context of politic and economy in China and Shanxi Province.Meanwhile, on the basis of the overall analytic framework of the development of rural and urban areas in Shanxi Province, the paper devotes to making a creative combination of the actual situations of different areas in Shanxi Province to plan a province-wide balancing development of rural and urban areas thoroughly and systematically by drawing on the experience of other provinces even other countries. It also focuses on formulating meaningful accompanying reform system of balancing rural and urban development and establishing a sound implemental mechanism.
