Study On Balancing Rural And Urban Development In Minority Area,Hubei Province

Balancing urban and rural development is a strategic disposition made by the Party Central Committee and the State Council, which is a great, but arduous task to push on reform and opening policy and modernized construction in our country. Balancing urban and rural development is the important measures to eliminating urban and rural dualistic structure, as well as the inevitable requirement to realize the favorable circle of urban and rural economic. Solving problems facing agriculture, rural areas and farmers in line with the need to balance urban and rural development is a top priority in all our work in order to establish a harmonious society.Hubei is a typical agricultural province, which has long been enjoying the prestige of "a land flow with milk and honey". Since the success in reform and opening up policy for thirty years in China, the economy of Hubei has been developing continuously and has strengthened remarkably. People’s living level has risen distinctly, and many standards have been taking unceasingly new steps. But in reality, the lag of agriculture development, weak in rural infrastructure and heavy burden of peasant have not been changed to a great extent. To realize the transformation from the typical agricultural province to the strong economic province of Hubei, build up the new type relationship between urban and rural, and promote the fast, stable development of the agricultural and the rural economy are still hard.Due to the historical, political, geographic location and other reasons in the minority area in Hubei province, the development level of social productivity is low, the social economy development is relatively slow, and the development level about education, science and technology, culture are not high. The ability of the current industry compensates agriculture and cities to support the countryside is extremely limited, coupled with the bad "blood-refreshing" function of farming and the lower amount of economic aggregate have lead to the poverty of the minority area in Hubei province.According to the requirements of the new situation, new tasks, and the actual development of Hubei province, this paper analyzed the economic and social development present situation in the minority areas, and discusses the main advantages and limiting factors in balancing urban and rural development,Taking the Changyang autonomy county in Yichang city as a case, the study was focused on the mode to boost urban and rural development, the basic idea and main task to put forward the mode. It is concluded that the countermeasures to promote the urban and rural balancing development could be listed as follows:first, taking the public service system reform as an approach to promote the construction of new countryside; second, taking the capital investment system reform as the key point to increase the rural public investment; third, taking the administrative reform as the breakthrough point to innovate the mechanism of rural grassroots governance; fourth, taking the long term planning as the base to strengthen the construction of ecological civilization; fifth, taking the long-term benefit as the goal speed up the development of social undertakings; sixth, pursuing changes on the base of stability as principle to innovate the system mechanism. The countermeasures were listed in order to provide certain practice guidance and the reference for the establishment of related policies, which would be conducive to strengthen the urban and rural balancing development in minority areas in Hubei province. At the same time, the study also help to enrich the theory about balancing urban and rural development, and solve problems facing agriculture, rural areas and farmers, narrow the gap between urban and rural areas, provide new case analysis to promote the urban and rural balancing development.
