Modern competition between enterprises is the competition of talents. the key pointto establish the competitive advantage of enterprises is that how to establish effectivehuman resource management mechanism. To meet the challenge, the human resourcesmanagers have liberated from the responsibilities of administrative and operationalaffairs and more engaged in the strategic human resources management work.Whether the enterprise can make human resource planning based on their actual needsand revitalizes the enterprise human resources is the key point to mostly play staff’ssubjective initiative and to improve the work efficiency. To the construction enterprise,as the engineering projects is the most important part, its human resources planning hasa direct impact on the quality of the project itself and directly influence the wholedevelopment of the enterprise,more and more companies are paying attention to humanresource planning of the engineering projects, make it the enterprise’s key work.According to the present human resource planning level in China, and we still havecertain disparity in team building and staff inspiration comparing with the developedcountries. How to make a best human resource planning, inspire the human resourcesenergy and create more benefits for enterprise has become the most important problemthat should be solved to the managers.Start by the preface, the article firstly introduces the meaning, importance and effectof human resources planning; list some basic things about the TZS project, then make aanalysis of the planning for the project, find out some problems, to solve these problems,the article have made a whole demand and supply analysis according to the project itself.Through the analysis, we finally carried out the planning and have an assessment on it.With the work above, we successfully find out the method of human resources planningfor the engineering project with the help of the Literature refer, system analysis, casestudies.The project is the soul of a construction enterprise, how to make the staff play theirsubjective initiative mostly, in order to achieve an optimal combination, make project construction in a best, is also this paper aims to solve.
