| After the reform and opening up, industry and commerce departments lead organization, set up a Private Individual Economy Association (hereinafter referred to as the private associations). As the third department to guide the development of the private and individual economy, Private Individual Economy Associations originated in the era of the planned economy, grew up in the environment of market economy, making certain achievements in promoting the development of individual and private economy in different stage. Over the past 30 years, under the guidance and management of the Ministry of Commerce, our country set up from the association of private individual economy organization system of national level, provincial, municipal and county level administrative region, there are private owners of more than 2/3 are Private Individual Economy Associations at all levels. Prosperity of the non-public sectors of the economy area directly affects the development of private co organized, Jiangsu and Zhejiang region is not only the earlier Association of private individual economy area in China, the county level of the grass-roots private associations also show the momentum of vigorous development and distinctive local characteristics. However, as the government-dominated social groups and the typical representative of non-governmental organization in developed areas, the county level private associations in developed areas also suffer serious difficulties, affecting the healthy and sustainable development of the society. This is a critical period of the reform of social organization, prior to the formation of "forced" role in the reformation and practical problems facing the urgent association.This paper will take Private Individual Economy Association in Wujiang District, Suzhou City, Jiangsu Province as an example, according to the good governance theory and corporatism theory, use the methods of literature and field research, analyze the development situation and constraints of the association and explore the strategies for healthy and sustainable development of the association. First, this paper describes the organization mechanism, the financial situation and daily activities of Private Individual Economy Association in Wujiang District and reveals the operation of the association. On this basis, the paper analyzes the main features of Private Individual Economy Association, sets forth its positive role in serving the government, members and society, and sums up the relationship between the association and government departments. It points out that guidance and support of the business sector promotes the emergence and development of the association and finds out Private Individual Economy Association actually undertakes the transferring of the business sector’s functions. Secondly, this paper analyzes and sums up the problems that the development of Private Individual Economy Association in Wujiang District faces at this stage, mainly including the lack of independence, weak service and lower management level. Thirdly, the paper has an in-depth analysis of the causes for the problems. The external reasons mainly are offside management of the business sector, imperfect legal system and constraints of traditional cultural concepts. Internal reasons are that the association does not develop a scientific concept of development, does not identify the correct development orientation, does not make a reasonable development plan, does not use advanced management methods and lacks human resources. Finally, taking improving the external environment and the internal construction of the association as a starting point, the paper makes recommendations on the healthy development of Private Individual Economy Association in the Wujiang District, in order to achieve a win-win-governmental and non-governmental organizations, to achieve the purpose of good governance and promote the development of Private Individual Economy Association in the Wujiang District. |
