Benefit Evaluation Of Government-Oriented Residential Land Displacement

With the introduction of the policy that linking the increase of urban construction land with the decrease of rural construction land, the developing potential of residential land is paid more attention to. Therefore, the government-oriented residential land displacement emerges with the times requiring. Without a doubt, the vital interests of government and farmers are involves in the government-oriented residential land displacement, thus scientific and objective evaluation is needed. The comprehensive benefit evaluation is the important method for measuring success of residential land displacement and also the important means for advancing the projects of residential land displacement. It is great significance because it can evaluate the effect of practice, enrich the theory of residential land displacement, supervise and guide the practice of residential land displacement.The data of this thesis is based on field surveys in typical areas of nearly20counties in Ezhou city, Honghu city, Jingmen city and Qianjiang city in Hubei Province where the residential land displacements are taken place. The investigation team finally got156valid questionnaires for rural households and25valid questionnaires for village cadres and cadres from the administration department. This thesis has the main line of establishing a comprehensive benefit from evaluation system to empirical analysis and research on the countermeasures teases apart and summarizes related theories and materials. This thesis evaluates the comprehensive benefits of the displacement projects, analyses why the benefit gaps exist, then puts forward feasible suggestions for enhancing comprehensive benefit of government-oriented residential land displacement.This thesis includes six chapters. The first chapter mainly introduces the background and significance of the comprehensive benefit evaluation of government-oriented residential land displacement, comprehensively sums up the progresses of related research at home and abroad. It expounds the content, methods and ideas of the thesis, and also exposes some shortcomings in the research. The second chapter introduces the concepts that this thesis related, including the concepts of residential land displacement, government-oriented residential land displacement and the comprehensive benefit evaluation of government-oriented residential land displacement. It also expounds the theoretical bases of this research. The theories are supply and demand theory of land, system theory, the theory of land resource value, benefit theory. The third chapter introduces typical areas that carry out residential land displacement in domestic, especially the current situation and characteristics of government-oriented residential land displacement in Hubei Province. And it summarizes the problems of government-oriented residential land displacement. The fourth chapter constructs an evaluation indexes system of government-oriented residential land displacement by analyzing the connotation of comprehensive benefit, and adopts the Analytical Hierarchy Process to confirm the index weights. The fifth chapter selects Hengshan community in Ezhou city and Zhongyuan village in Honghu city as demonstrations, applies the evaluation indexes system that constructed in the fourth chapter and blur mathematics to evaluate comprehensive benefit of the demonstrations. And it reveals the reason of existing differences on comprehensive benefit by analyzing the evaluation results. The sixth chapter summarizes the main conclusions of this paper and puts forward suggestions for enhancing comprehensive benefit of government-oriented residential land displacement. The suggestions are: broadening the sources of funds and paying attention to financial balance and comprehensive benefit, enhancing the participation of peasant household to improve societal benefit, supervising the whole process of government-oriented residential land displacement to ensure comprehensive benefit, setting up the corresponding measures to create a favorable external environment for residential land displacement, perfecting rural community’s management to protect the continuity of comprehensive benefit.
