Social Benefit Evaluation Of Land-Development Oriented Railway

In general, a railway project needs huge investment, and its payback period is very long, which puts huge pressure on investors, so it's necessary to implement economic evaluation and financial evaluation for the project. However, only direct benefit evaluation such as economic evaluation or financial evaluation is one-sided and limited, and lack of evaluation for macroscopical social economy and natural environment. Especially for railways located in remote area, of which economic or financial benefits maybe not obvious, but having significant meanings for land-development, national unity and frontier defense. Therefore, their impacts on society, political, economy, environment, etc. should be considered comprehensively and a scientific overall evaluation is needed when taking investment performance evaluation for these railways. So, social benefit evaluation of land-development oriented railway projects is at least as important as their technical, economical, financial evaluation or even more important. Therefore, it's very important to research a systematic and authoritative social benefit evaluation system and method for land-development oriented railways.Social benefit evaluation for land-development oriented railways is systematically studied in this paper, and the land-development oriented railway concept and its social benefit evaluation concept, objective, characteristics and principles are expounded systematically. Social benefit of land-development oriented railway is sorted from several aspects. Taking Qinghai-Tibet Railway and Nanning-Kunming Railway for examples, combining socioeconomic statistical dataanalyzing, their social benefits are analyzed from such aspects as political, economy, society and environment. Basing on these analyses and according to index constructing thoughts and principles, the social benefit evaluation index system of land-development oriented railway is built, andquantification methods of these indexes are studied.It's decided to take the Fuzzy Comprehensive Evaluation method (FCE) to complete the evaluating work after relative meritsand applicabilityof several evaluation methods being compared. The principle and procedures of FCE is analyzed,weights of indexes are calculated with the Analytic Hierarchy Process method (AHP), and methods ofconstructing fuzzy matrixesare studied for qualitative indexes and quantitative indexes. The final result is evaluated according to the maximum membership principle, whose availability is also examined. At last, the applicabilityof this evaluation model is analyzed and the social benefit evaluation process of land-development oriented railway is given based on FCE.
