Sociological Study On Agricultural Technology Popularization System At The Grass-Roots Level

The organization system of agricultural technology popularization is not only the organization carrier of agricultural technology popularization, but also core strength and key element of agricultural technology popularization. This research focused on the question that there are too many agricultural technology popularization types, whereas among the organizations have not been able to rationalize. We use the theory of organizational ecology, see agricultural technology popularization organization in Mianchi County, Henan Province as a system, and use field survey to carry out a comprehensive study of the organizational system.First of all, depending on the difference of main driving force, this research divided the current Mianchi County agricultural popularization organizational mode into four types:the mode of farmers-enterprises mode, village and cooperative organization mode, cooperative organization mode, and the government mode, using the typical case to make a detailed description of the organizational processes and characteristics of each mode. Second, this study analyzes the development of agricultural popularization organizations which is the constituent elements of the organizational system and then outlines the roles and functions of the various organizations in the agricultural technology popularization. On this basis, this study analyzed the structure and function of agriculture popularization system as a whole, and was established an ideal model based on the analyzed, and then proposed development strategies.It’s indicated in the paper that Mianchi County has developed a diversified organization system for popularizing agricultural technique. Every organization plays an essential role in this process, but the government plays the lead role in it. First of all, as for the structure of the whole organization, the component structure, the weight of every organization is not equal, the portion of farmer’ economic cooperative organizations, agribusiness organizations and agricultural universities and research centers is low; In the space-time structure, the distribution of town level is more equal, while there exist a big difference in village level, the fluctuations of government if strong, and the development of farmer’economic cooperative organizations is fast; In interactive network, The organization has already formed the multiple interactive three-dimensional network, but the interactive of organizations beyond the government are still weak; As for the power structure, different organization has different power, but the government’s is the most powerful. Secondly, from the point view of organization function, in a whole, the organization system plays a vital role in the popularization of agricultural technique, but there are significant group differences and geographical imbalance, and what’s more, Act of one’s own free will, mutual coordination deficiency disorders is also a problem. At last, this paper discusses the operation principal from three aspects:dynamic mechanism, risk prevention mechanism and benefits distribution mechanism, and point that diversified organization of agricultural popularization has formed the operation of multi-power, risk-sharing, benefit-sharing, but there exist a lot of questions. And based on these, this paper has proposed an ideal model of the organizations playing their own roles, promoting each other, and making common progress.In this study, we see agricultural technology popularization organizations as a system; carry out a comprehensive survey of the structure and function of the system based on organizational ecology theory and empirical methods. The research and research perspective is innovative. It’s helpful to the overall understand of agricultural technology popularization organizations and promote the development of agricultural technology popularization.
