China is a large agricultural country with a population of 1.3 billion.Agriculture is the foundation of the national economy,is the basis for social stability,and is the foundation for the country's self-reliance.Although China's agriculture is a large agricultural country,single is not a strong agricultural nation,and overall agricultural production equipment is relatively backward,the productivity of labor force engaged in agricultural production is low,the construction of agricultural infrastructure is lagging behind,and it is also facing the national conditions of small per capita arable land.It restricts the development of our country's agriculture.To solve the above problems,it is inseparable from the role of agricultural technology promotion system.As the name implies,agricultural technology promotion will spread advanced agricultural science and technology,and then turn it into real productivity.Therefore,it is an important means of connecting technology and technology applications.The actual effects and promotion efficiency of the agricultural technology promotion system all depend on the core element of the people.Therefore,the establishment of a scientific,reasonable,and effective incentive mechanism to fully mobilize the work enthusiasm,efficiency,and enthusiasm of agricultural technology extension personnel are of positive and important practical significance.At present,the personnel incentive mechanism for grass-roots agro-technical push systems in China has a situation in which incentive consciousness is backward and incentive methods are backward.This paper takes the grassroots agricultural technology extension staff in the Liandu District as the research object,and uses questionnaires,personal interviews,literature research,induction and summary methods to deeply analyze the existing problems in the incentive mechanism of agricultural technology extension personnel at the present stage in the Liandu District,and fully discusses Corresponding countermeasures and suggestions for improving incentive mechanisms.First by the research methods such as questionnaire and individual interview,convection zone of basic-level agro-technique extension system structure,basic conditions,the salary structure,promotion mechanism as well as each individual agricultural technology personnel to the work pressure,work motivation,promotion channels,compensation standard,income and other views are fully understood.The understanding of compensation standards,income,etc.is fully understood.Subsequently,statistical analysis was conducted,and the following problems were found in the incentive mechanism for grassroots agricultural technology extension workers in the Liandu District: 1.The salary assessment criteria are not reasonable;2.The promotion system lacks flexibility;3.The lack of effective long-term incentive measures;4 Poor working environment;5.Weakening of agricultural technology promotion functions.Then,further analysis causes the above problems,mainly including: the incentive basis is not perfect;The local government does not pay enough attention to the promotion of agricultural technology,and lacks certain spiritual incentive.Finally,according to the problems existing in the incentive mechanism of grass-roots agricultural technology extension workers,the basic theory of human resource management is used to determine the basic principles for the development of incentive mechanisms,and incentive mechanism models are constructed,and concrete solutions are proposed.Countermeasures include: 1.Further improvement Remuneration mechanism;2.Improve grassroots work environment;3.Establish and improve the promotion system for grassroots agro-technical extension workers;4.The government intensifies support and supervision of grassroots agricultural technology promotion,and strengthens agricultural technology promotion functions;Grassroots agro-technical extension workers' respect.With the rapid development of our economy and the changing of the society,and with the continuous deepening of the reform of state institutions in recent years,the basic-level agro-technique extension system will face more challenges and more uncertainty.Therefore,the establishment and improvement of the incentive mechanism cannot be achieved overnight,and we need to constantly choose,revise,and improve constantly with the thought of keeping pace with the times.
