Small-scale farmland water conservancy (SSFWC) is responsible for farm irrigationand drainage function, providing basic protection for the grain production. After executinghousehold contract responsibility system, The village level organization function ofmanagement on SSFWC was weaken. In particular, After the reform of taxes and fees,Management body of SSFWC is vacancy, The situation of water engineering is becomingmore and more serious, the contradiction of using water is increasingly prominent. In viewof this, our country started the national focus on small-scale irrigation and waterconservancy construction project since2009, continuing into2013, the central documentNo.1continue to emphasize the construction of SSFWC. but at most of all is to how tomanagement.In this paper, guide by the theories of public products, and taking Xiushui County,Gaoan city as two cases, to analyze to the main problems, there are:(1) supportingfacilities need to be strengthened;(2) project funding need to be integrated;(3) theexistence of parts of simple "a knife" phenomenon in the construction of SSFWC;(4)management of organizati has not yet formed;(5) management system is still in theexploratory stage. Thus, this paper puts forward some suggestions:(1) to make overallplans and take all factors into consideration of SSWFC;(2)to integrate government fundsto construct and manage the SSWFC;(3) the clarity of property rights, in order to guide thefarmers to participate in the farmers water association;(4) to strengthen the serve ofSSWFC, in order to construction of the technical service system.The main content of this paper is divided into five chapters: the first chapter is theintroduction; the second chapter is the basic theory and the farmland irrigationmanagement system changes; the third chapter is the analysis of the construction andmanagement of small-scale water-the case of Gao’an city and Xiushui County as anexample; the fourth chapter is the empirical research on the management of small farmlandwater conservancy, Xiushui County, Gaoan city; the fifth chapter is the countermeasureand suggestions.
