Study On Allocation Of Medical Resources Of The New Rural Cooperative Medical Care System

The establishment of new rural cooperative medical system is a major measure, it proceed from our national conditions and solve the difficult problem of farmers.It has a great significance to improve the farmers’health, relieve farmers’ poverty due to illness, urban and rural medical system, achieves the comprehensive construction well-off society.The essence of the new rural cooperative medical system is a long-term rural mutual medical cooperative system.Since2003, the new rural cooperative medical care has been implemented by the country for ten years; the new rural cooperative medical operation mechanism is preliminary improvement.Rural residents have the basic understanding of the system, the insured population has increased year by year, insurance reimbursement ratio increased, insurance also increased, and farmers have become cooperative medical policy beneficiaries.But in the ten years of practice, this system has also exposed some problems, one of the most urgent need to improve health care is the problem of uneven distribution of resources.This paper tries to point the problem, through the investigation of the X County of Jiangxi province new rural cooperative medical system operation and field research analysis by choosing a more typical of the rural areas. I got many first-hand data.Through the analysis and investigation of the farmers, I found that the three medical institutions in the county, township and village have obvious differences on medical and health care resources.The irrational allocation of resources in new system will directly lead to the participation rate drop, service quality is worse and a series of problems. This will make medical system in our country will not comprehensive cover people who are in need.In this paper, the research question gives some suggestions on improving the basic health service personnel wages and the medical resource utilization.Hope to this paper can give some constructive suggestions on the implementation of new rural cooperative medical care in Jiangxi.
